AMP Resolution of Commendation for Mutual Aide – Mayor Day welcomed Dakota Burke and Jeremy Wright from the Electric department. Our department assisted the Village of Montpelier after they endured an emergency electrical outage due to storm damage for a couple of days in March this year. AMP commended the tremendous amount of expertise and effort put forth by the assisting departments. Dawn added we are part of the mutual aid network that provides us to be able to pull from multiple resources in the event of an emergency. Council approved this participation agreement quite awhile ago so we have agreed upon rates, the program is very established. The electric department employees are interested in participating in a much larger national-level opportunity through APPA. This would be a great opportunity to learn about other systems and come into contact with things that they do not see on a regular basis. In order for us to participate we would need to update policies, procedures and pay structure. Anytime someone would respond the costs would be recoverable.
AMP safety award– Edgerton Electric Department is also a recipient of the AMP safety award which recognizes no lost time for accidents in the area of transmission and distribution.
Edgerton Junior Firefighter: As a reminder, the Junior Firefighter program through the Fire Department allows youth under the age of 18 allows to engage in fire prevention and firefighting support activities that are outside of danger to life and health environments. Applicants receive training and mentoring to perform firefighting skills and tasks alongside experienced firefighters. Hailey Oliphant, 17 year old junior at Edgerton High School is interested the Junior FF Program. Hailey is the first female applicant and the 5th overall junior FF, which is the max amount the fire department is accepting at this time. This program has proven to be a success so far with 1 Junior FF completing Basic and FF 1 training and heading towards FF 2.

Police Chief Update by Ken Jacob:
- Elite Door will be replacing locks on drug box and it will be placed outside of PD office
EPD training agreement: We have training agreements in other departments but historically have not done so in the police department. It absolutely makes sense, especially if we want to continue to have employees on our roster to serve our community. The way it works- VOE would reimburse half of the tuition cost in an employment agreement for a period of 2 years as a part-time police officer and would require a minimum of 20 hours a month. Upon employment as a full-time officer, we would agree to reimburse the remaining cost of tuition and would require 2 more years of service under full-time officer status if such a position would exist. Lance Bowsher added that the retention part of this agreement is the important part. Chief Jacob added that he has spoken with other police departments that are heading in this same direction in order to retain officers. This career used to be very competitive and it’s just not that way anymore.

ODD Brownfield payment: Previously we requested Councils approval to receive the revenue and issue payments for ODD Brownfield. Since we established this method with each payment request, we will continue to practice the same procedure for transparency and clarity, even though it is not technically necessary at this point since we have already received the revenue.

Land and water conservation funding: The purpose of this is to apply for funds for the redevelopment of the Edgerton Metals property. A while back, Fitzcharles informed council we were about 6 months away from being released and starting to secure funding and being able to implement plans for redevelopment of that site. This is one source of funding we have identified, and it requires council to authorize the Village Administrator to apply for it. We also use this funding resource for Natureworks projects. This is a much larger source of funding though, with an up to amount of 1 million and Land & Water conservation will pay up to 50% of the project cost.

Council Discussion:
Lance Bowsher reminded everyone there are a lot of things going on uptown this weekend, Saturday, October 4th and encourages all to get out and support these events. That includes supporting Rita’s as they make the transition to new owners.
