Cybersecurity Policy required per House Bill 96: In September we held a Rules Committee meeting where we discussed the Cybersecurity Policy. There are two additions based on additional guidance by the State; first, added in a notification section to call out that DPS is the umbrella agency for Homeland Security; second a note regarding public records and that Cybersecurity program and framework is not considered public record. This policy is to bring us into compliance with Ohio House Bill 96 and is required by AOS audit.

ODD Brownfield payment: Previously we requested Councils approval to receive the revenue and issue payments for ODD Brownfield. Since we established this method with each payment request, we will continue to practice the same procedure for transparency and clarity, even though it is not technically necessary at this point since we have already received the revenue.
- Motion to approve and issue payment for invoice #90693 to August Mack Environmental in the amount of $71,002.01 for the Edgerton Metals Brownfield Remediation Project (Edgerton Revitalization DEV-2022-193553) for project invoices through November 9, 2025:

Every year Council passes and establishes this ordinance that authorizes the wage scale for employees in each position. Exhibit A provides the wage scale, done every year, and discussed at wage and compensation meetings. There is an addition to the bottom of the Exhibit for the HSA Village match. Exhibit B provides the proposed changes to the wage and compensation plan where it is outlined if an employee successfully completes a certification program.
