Mayor Update by Robert Day:
- Arbor Day Proclamation: Mayor Day read 2024 Arbor Day Proclamation and stated there will be a tree dedication/planting ceremony on Friday, April 26 @ 10:30am on the North side of St Mary’s school parking lot off of Bement Street. The dedication will be in honor of Stevie Kimpel and all are welcome to attend. We will be planting a Red Maple in Stevie’s honor.
- Crime Victim Proclamation: National Crime Victims’ Rights Week is April 21-27. We will be having a tree dedication/planting in honor of Beth Ann Garber on Tuesday, April 23 @ 10:30 am at the Main Stop on Vine St. Beth Ann Garber was killed on February 15, 1998. Her family will be in attendance.
Administrator Update by Dawn Fitzcharles:
- “Food Truck Monday” on April 22; Jack’s Rolling Food Shack and Rivera’s Smokin’ BBQ; will be giving away seedlings to plant in honor of Earth Day/ Arbor Day
- New part of “Food Truck Monday’s” is free will donation & 10% going to a different not for profit organization every time
- GIS project underway to record all Village owned trees in the ROW & on Village property; Arborist has been collecting detailed information such as type, age, condition, size, etc.
Fiscal Officer Update by Denise Knecht:
- Credit Card review 03.16.24-04.15.24
- On-site audit should be wrapping up next week-still looking at June for target close out date

RLF-Revolving Loan Fund Meeting – April 8, 2024:
- RLF funds are used for economic development
- Application made on behalf of “The Studio” @ 144 N Michigan Ave to startup an event center
- Property owned by Chrissieanna Batt
- $10,000 for 5 years @ 5% interest
- Will be used for small weddings, graduation & birthday parties, bridal/baby showers, etc.
- If approved, the information will be sent in to the state to sign off on
Resignation: Justin Thiel has submitted resignation as part-time laborer position as of 4/8/2024.

Reclassification: Dakota Burke has been with the Village as part of the school to work program since August 2023. Dakota is interested in filling the part-time laborer vacant position left open by Thiel’s resignation through the end of summer. Burke is already trained on many of the tasks involved and having him on part part-time will hopefully assist us in keeping up with the mowing.

LGS contracted service agreement: This is the 3rd renewal of contracted agreement that we have had with LGS (Local Government Services). This agreement will keep us on their books if we have a situation that we need assistance with. LGS assists with year-end financial review and Hinkle note preparation as well as availability to address any other questions throughout the year as needed. The agreement is not to exceed $2,000 over the course of the contract period which is 5 years.

RLF-The Studio: The last time we provided a RLF loan was around 2013. This is a tool in our tool belt. Currently hold $51, 962.86 with no active loans. Payment is made monthly to the Village using an amortization schedule and booked to principal and interest.

Council Discussion:
Sharon Blinzler was asked about the patching on the blacktop because someone noticed that it was peeling off. Sharon did not have a location.
Chuck attended Tree City USA awards this afternoon. Stephanie Miller, the regional urban forester, was impressed with what we are doing with our GIS tree mapping.
