  • March 2022 Financial reports are complete, emailed on 04.05.2022, requesting sign off by Council tonight
  • Bi-annual audit for financial year 2020 and 2021 is underway as of today 04.05.22
  • Ohio Open Checkbook has been updated thru year end 2021 providing public transparency

Police Chief Update by Gary Plotts:

  • Current PD roster includes 21 employees; 4 full time officers, 14 part time officers, 1 doctor, 1 medic and 1 Chaplin
  • New cruisers have been decaled and the 2016 has been updated to match
  • New office – stop by if you would like a tour
  • MARCS radio system has been a positive upgrade
  • CPT training available through Sheriff’s office
  • Chief attended training in Lebanon, OH last week
  • New part time employee Kyle Thurlwell will be in in attendance at upcoming meeting for introduction

Village Administrator Dawn Fitzcharles reported on recent committee meetings held. The Wage & Comp and Rules Committee discussed the same topics as listed;

  • Change week in police dept from 40 to 43-hour work week for hourly full-time officers
  • Work week change from Monday thru Friday to Monday thru Sunday per newly formulated schedule
  • Holiday schedule for police to be observed on actual holiday even when falls on weekend
  • New rotational schedule resolves the call time issue in police dept and improves coverage. Street, Park, Water, Sewer and Storm have developed rotational call coverage and we now have 4 employees with Ohio Lab Certifications. No changes noted from Electric Department at this time.
  • Next step is to bring the updates to the Village of Edgerton Procedures and Policies Manual dated 03.16.2021 to Council for approval on 4/19/2022

The current Community Reinvestment Area Council members met on 3/30 to appoint two final members; Lyn Bowsher and Pam Fitzcharles. The committee discussed how the new members will be an asset to the group. Lyn brings a background in finance and school board representation to the table while Fitzcharles brings finance, manufacturing and dealing with the corporate side of these types of agreements. The committee is now complete. An upcoming meeting with the full board has been scheduled for April 20th at 12:15PM.

Next Dawn informed council of the topics of discussion during the Safety Committee Meeting including ATV/UTV/off-road vehicles, security system and slum and blight/inoperable vehicle project.

Discussion -Fire Department Hire: Firefighter Clarence “Ed” Bohn come to us as a retired Defiance City firefighter and is the current EMA Director of Paulding County holding Firefighter 2 training, VFIS driver training and the required physicals to hold this position. On his days and evenings off he resides in rural Edgerton. He is also a certified EMT. The Edgerton Fire Department voted to put FF2 Bohn on the Department on 04/01/0222 and we are seeking Council’s approval.

Discussion-Interconnection Agreement with Railroad Enterprises: Covington Box located at 407 W Railroad Street has made the request to install solar panels by a company called Ag Technologies in Indiana. The request has been reviewed by Administration, Electric Department and Courtney & Associates and is in compliance and meets provisions.

Mayor Day asked Tamara Rhoden to address the group. Tamara presented one of the Home Town Hero Banners and announced that the order has been delivered. Banners are to be hung on the electric poles. Seventy-three banners were ordered during the first round. Second round forms are due 4-20-2022. The community support for this project has been overwhelming! Tamara also asked if anyone knows who is the oldest living Veteran in Edgerton.

Susan Herman, Chamber President invited the public to participate in a Village wide Red, White & Blue project gearing up for Memorial Day weekend.

Discussion-Water Tower Project #2: In August of 2021 Council approved an agreement with Poggemeyer Design Group for the Water Tower Rehabilitation Project #2. The bid for construction document was prepared based on the identified necessary repairs concluded from the 2020 engineering report by Dixon Engineering. We have submitted and been awarded funding from the WSRLA account to complete the project, as well as $300,000 from the ARPA fund from Williams County Commissioners. We have successfully completed the application, asset management plan audit and design specifications. The next step is to advertise for bids. We expect the project to begin this spring. Towers will take 5-16 weeks each to be rehabilitated inside and out. The project substantial completion date is expected to be in October or November 2022.

Carl Yarger came up with the ideas for the water tower designs and the painting of the water towers. Dawn showed images of the two selected options in the opinion poll. Mayor Day also announced the possibility of downtown mural designs to be done by Carl as well.

Discussion ODOT Salt Agreement Resolution 2022-007: Each year the Village participates in the ODOT annual Salt bid along with many other entities across the state. This resolution authorizes the purchase of 100 ton of road salt and is to be submitted for participation by April 30. The contract requires the Village to take a minimum of 90% and up to 110% of the tonnage committed. Our salt bin can hold roughly 200 tons of salt. By participating in the ODOT Salt Agreement, we agree to pay the salt supplier a delivered price per ton, based on the lowest most responsive bid. Price per ton for season 2019-2020 was $81.60; 2020-2021 was $53.74; and 2021-2022 was $58.90.

Council Discussion:

Council Member Wallace questioned “what are we doing about streets?”. VA assured that streets are on the radar and we are preparing to get emulsion as soon as it is available. Also, Fitzcharles is actively working on grant applications for milling, replacing and repair including crack sealing.
