Discussion- Recommendation to hire 3 part time patrol Police Department employees

    • Matthew Roesel- worked with Edgerton PD under Chief Jones from May of 2012 to May of 2018; a certified peace officer in the State of Ohio; Matt Krill expressed excitement to have Roesel’s diverse background back on the force which include logistics, Marine Corp veteran, previous corrections officer, and instructor of ammunitions.

    • Tracy Harding worked with Edgerton PD for 18 years until his resignation was accepted by Council this past February.  Harding is a certified peace officer in the State of Ohio and was part of the founding members of Edgerton Tactical Team. Krill added that Harding showed up during the water emergency last week ready and willing to help and that’s the kind of commitment and dedication we are looking for.

    • B. Michael Thomas- joined our team as a medic for the police department in 2013 and served until 2019. He is an instructional teacher and has provided CPR and first aid training to our departments. Thomas’ medical experience will be a valuable asset to the Police department.

Administrator Update by Dawn Fitzcharles:

  • Will have a full report on last Tuesday’s water main break at the next Council meeting; Industrial Water Tower was back in service as of Monday afternoon.
  • Thank you to the Edgerton community for their support and understanding during such a difficult time.
  • Extend warm welcome to new police department employees; looking forward to weeks and years to come.

Mayor Day took a moment to thank everyone involved last week during the difficult situations the Village faced. Dawn Fitzcharles and the rest of the team was commended for all of the efforts made to manage the week.

Discussion: OPWC The Village of Edgerton has applied for funding through the Ohio Public Works Commission many times since 2016. Depot Street, Oak Street, Business Alley West and East and West Hull Streets have all been funded through this source. Applications are due at the beginning of September and Fitzcharles will need authority from legislation in order to submit. Successful projects are based on condition, critical need, traffic counts, served customers, etc. We would like to submit an application of funding for Railroad Street – The estimated cost to mill and resurface 4,000 feet of Railroad Street and Component Street with limited drainage improvements is approximately $350,000.  We would like to propose this with the future storm sewer boring under the railroad from West Street to continue to correct the Village storm water issue.

Discussion: OPIOD The agreement with the three largest distributors of opioids – Cardinal Health, McKesson and AmerisourceBergen was announced last month by Ohio Attorney General Dave Yost. To seal the deal, the state must have the support of local governments representing at least 95% of its population. As of Friday morning, AG Yost said 86% – 114 of the 145 litigating political subdivisions have joined the agreement. The people of the State of Ohio and its communities have been harmed by misfeasance, nonfeasance and malfeasance committed by certain entities within the Opioid Pharmaceutical Supply Chain and the OneOhio settlement money. Ohio stands to reap $808 million from the three distributors alone which represents the best opportunity for the many communities hit hard by the opioid crisis to begin to recover from the devastation. Through the settlement, Edgerton’s allocation is approximately $5,900.00. The reason for the emergency is to ensure prompt pursuit of funds to assist in abating the opioid epidemic throughout Ohio.

Discussion: Poggemeyer Design Group agreement Water Tower Rehabilitation Project #2 This is the engineering agreement and bid/construction document preparation for the Water Tower Rehabilitation Project #2 for the identified repairs from the inspection report that Dixon Engineering completed in 2020. If you recall, we have submitted and been awarded funding from the WSRLA account to complete the project. Up to this point, we have successfully completed our application, asset management plan audit, and this is the next step in the process to get the project completed. We anticipate that the project will begin next spring and the towers will take an estimated 5-16 weeks, depending on the company that is awarded the bid, each to be rehabilitated on the inside and outside.

Council Discussion:

Multiple Council members commended the Village employees on their response time last week getting the water and electrical emergencies handled. Everyone put their head down and went to work. It was great to see everyone come together and step up to support one another.

Park Board- Back and forth discussion was had after VanAusdale presented an idea to structure and develop guidelines and duties for the Park Board.

Action taken after executive session:

Upon exiting executive session Police Chief Matthew Krill request approval of the reclassification of Justin Coffman to Sergeant along with compensation to go along with it. He has demonstrated leadership, initiative, judgement and professionalism which is essential for a supervisory position. His efforts over the last year have served to unify and encourage his fellow officers. This promotion is well earned. I have complete faith and trust in Sgt Coffman’s abilities to assist our team in leading Edgerton’s Police Department into the future.
