Mayor Update by Robert Day

  • Homecoming – Special Thank You to Chamber Members & Sponsors – feels Homecoming was a success; Thanks to new members and hard work from the Chamber meeting every Wednesday for months to coordinate and put together successful event; Fireworks a good replacement since Truck Pulls weren’t able to take place.

Administrator Update by Dawn Fitzcharles:

  • TH3 lighting upgrades are complete; paperwork submitted for Energy Efficiency Smart Rebate
  • Water Tower Project – contractor has communicated they are planning to begin by mid-September
  • Water Treatment Plant Project – to be completed now before Water Tower Project start date; changing configuration of low service pumps in order to keep up with high service pumps when pumping out to the system; this will increase reliability in the treatment plant- project will be done on August 15th
  • Budget meetings – Meetings with department heads, will be looking to schedule Wage & Comp committee meeting to keep up with process and time lines
  • EK Computers – IT strategy process; upgrades discussed when they came on with us; recently replaced server backup power supply; next is Hyper V system to strengthen network and reliability
  • AMP Conference – September 26-28 in Columbus @ Hilton Easton; waived fee for 1st time attendees, let Dawn know if interested and need more information
  • K9 Grant – Chief Plotts applied for and received $7,500 grant to assist with training fees for K9 Jaxx

Discussion- Supplement: Knecht explained reasons for supplement. 1. Escalating fuel costs are obvious reason for needing to increase fuel appropriations; costs up 44% in 2022 from 2021 when budget was completed. 2. Transfers In/Out for recommended appropriations for Street & Fire from General Fund. 3. ARPA – received $418 more than expected, must appropriate in order for Auditor to allow spending. Fitzcharles added that we have also signed up for a reward program through Marathon that allows cents off per gallon at time of fill up which has helped get us an extra month worth of fuel before having to request appropriations.

Discussion- OPWC application (Water Treatment Plant): This is for capital improvements at the water treatment plant. Fitzcharles submitted application for WSRLF with Council permission in February or March of 2022 for Water Treatment Plant upgrades estimated at $700,000 and we are currently anticipating funding. This portion grant/portion loan would allow for an additional $500,000. Attempting same strategy/process as with Water Tower Project to make project more affordable. Please note- many of the components have reached their useful life and are original to the 1966 plant. Recommended improvements are as follows: rehabilitate water softener, add back up aeration system in softening unit, install SCADA, replace valve & gauges, electrical system upgrades, low and high service pump replacement, clear well rehabilitation. We are up against the clock with the water treatment plant so currently working to facilitate upgrades that we are able to manage on our own. When major work is completed, will likely be done in the middle of the night. This application needs to be submitted by September.

Action Taken after executive session: Administrator Dawn Fitzcharles presented internal candidate for the Lineworker Trainee to Council; requesting to reclassify Jeremy Wright from Park/Street Maintenance to probationary Lineworker Trainee. Jeremy has experience with maintenance and equipment operation. He has been working with us since November of 2021. He is able to perform many tasks with little supervision. Jeremy is very energetic and has a perfect attendance record. We ask Council to approve this reclassification to assist the Electric Department.

Council Discussion-

Suggestion to begin earlier and have more advertisement for the festival; Mayor will pass along to Chamber

Suggestion to schedule Park Board and Tree Commission Meetings as needed to maintain forward motion

Mayor reviewed open projects for parks;

  • Downtown Park pavilion repair
  • Playground equipment for Gerhart Street on order and to be installed end of August
  • applied for ADA benches and tables to be placed around Gerhart
  • proposal to update scoreboards
  • updates of trash cans and flower pots downtown
  • disc golf course still in discussion stage

Start discussion about decorating for Christmas earlier in order to have it be successful

Tile flooding issue at Riverbend has been resolved as of last week; tree roots were invasive on homeowner’s property

Program update for nuisance and abatement of properties is showing success:

  • multiple properties have been notified with tall grass/weeds and have been resolved
  • clean up of properties; began with vacant properties as we do not want to put anyone out; we also have several occupied residences in the process of clean up
  • next steps may include legal action; Dawn has discussed with Mr Walker

Survey completed on vacant lot behind TH3 (Oak Street) for lot split, transfer and rezoning; information is with Mr Walker; Planning Commission meeting scheduled for 8/16 at 6:30pm
