Summer Lunch Program: The Village partnered with NOCAC to put on the Summer Lunch program in the TH3 gym. Methodist Church Pastor Jenn Miller was in attendance to thank the Village for allowing them to use the gym during the lunch program. The program ended on July 25th due to state funding restrictions. Pastor Jenn took over the program and ran it off of her porch for the last 3 weeks of summer. Going forward they will be holding a “snack after school” program to keep feeding the kids using grant funding. If there is a need in the community, she would like ideas to be brought to her so they are able to help where it counts. They were able to help 67 kids total this summer and look forward to that number growing.
Employee Highlight, Ron Brust: Mayor Day presented Ron Brust with a certificate as Employee Highlight of the month. Ron has been employed in the water department for 7 years, with 14 years previous experience laying pipe. Ron is excited about the upgrades that are taking place in town at the water treatment plant and the main lift station to name a couple examples.
Mayor Update by Robert Day:
- Halloween townwide Trick or Treat will by Thursday, October 31 from 5:00pm-7:30pm; Trunk or Treat in front of Town Hall will be from 5:00pm-6:00pm
- Council meeting schedule change- future conflicts pertaining to monthly Mayor’s meetings as well as AMP. After discussion it was preferred to keep meetings as is and keep the agenda light during the 2nd meeting of the month.
Administrator Update by Dawn Fitzcharles:
- Williams County Health Department has added 4 immunization clinic dates
- M & M Asphalt to begin milling on Monday 8/12 for Oak Street Paving project
- Mid-Year Review: Dawn presented a slide show to give Council mid-year financial updates for all departments. Also presented the 2023-2026 capital project list which includes the main lift station, Laubach Drive phase 2 and the water treatment plant. There is a lot of investing happening in our community and that is very exciting for our future.
Fiscal Officer Update by Denise Knecht:
- July 2024 financials completed
Planning Commission Update:
- Meeting 7/19 to review dedication plat for Stadium Drive extension, approved by Commission to be brought to Council
- Meeting 8/7 to approve 2 lot splits
ODD Brownfield payment: We need to accept the revenue from the ODD and issue the payment invoice to August Mack for the Edgerton Metals Brownfield remediation project. We receive reports and invoices, submit to ODD, ODD signs off on transaction and sends the money, we then remit payment to August Mack.
- Motion to approve revenue receipt from Ohio Department of Development and issue payment for invoice #81703 to August Mack Environmental in the amount of $60,832.41 for the Edgerton Metals Brownfield Remediation Project (Edgerton Revitalization DEV-2022-193553) for project invoices through July 7, 2024:

New fund addition: The creation of this fund is to accept grant monies for the Community Center at Miller Park. This will allow us to track all revenue and expenditures within one fund.

Dedication Plat of Stadium Drive Ordinance: The original plans for Alphine subdivision include a road extending from Dairy Dr to State Route 49. The planning commission has approved the dedication of this plat for Village purposes. It will eventually include sidewalks in mid to late 2025.

2024 Supplement: Includes OBM fund increase of estimated revenue and appropriations of $425,000 and allow for authorization of the grant agreement for the construction of a Community Center at 300 Miller Park Drive; decrease to Natureworks estimated revenue and appropriations of $365,000- also in regards to Community Center; includes increase of estimated revenue and appropriations of $37,354 for the Street Department and approval of a grant agreement for the H2Ohio River Initiative Chloride Reduction State grant that will implement a brine wetting system for snow and ice control.

Council Discussion:
Wallace questioned if the school was notified about the Oak Street Paving project. With school starting, a different route is going to have to be taken. Dawn has contacted the school as well as trash services.
Sharon Blinzler was approached about a splash pad again and she referred them to the office. Dawn stated that is a project that involves other people getting involved.
Pam Wampler received inquiries regarding pickle ball. Fitzcharles stated that will come up in Edgerton Metals property discussion.
Dawn Fitzcharles added there is a joint project with St Joseph Township on the radar for a County Road 5 paving project. Construction is projected to take place during summer of 2025. More info will come at the next meeting.
