  • Mayor Bowsher took a moment to thank Dean Thiel for his time served on Village Council and for his service and dedication to the Edgerton community. Councilman Thiel was congratulated by council members as well
  • Presentation of Service Award to Mayor Lance Bowsher, presented by Council President, Jason Gruver.
    -On behalf of Village council, employees, and community Jason presented a service award (clock) to Mayor Bowsher for his commitment to the Village of Edgerton serving on Village Council from 2002-2004 and Mayor from 2004-2019. The Mayor made a statement, saying that this was his 432nd meeting and it has been an honor a privilege to serve the residents of Edgerton. He appreciates the support, and most importantly the love and support from his wife. He stated this is a great community with an amazing staff and he has always appreciated input from Council members, even those that he clashed with. “It was never personal, the end result was always what is best for Edgerton.” His mentors included Greg Jennings, Bessie Wright, Don Buchs, Red Pettit, Bob Meyer, and more helped shape him in the Mayor he is today. “I hope that I represented Edgerton in a way for the residents to be proud. Edgerton will always be my home. God Bless Edgerton.”

Joey Boston with Efficiency Smart gave a short presentation. Efficiency Smart is a service for the community designed to help members learn the most cost effective way to live. Efficiency Smart offers multiple programs to help electric customers with a sole purpose to save on operating and maintenance cost for customers. There are 4 key pillars to for service to the community. #1 is customer engagement. #2 Economic Development-retaining, sustaining, and growing. #3 Financial Cost Effectiveness #4 Goodwill to personal relations. One of the new enhancements offered by Efficiency Smart is the Electric Bill Advice Program, which allows residents to discuss usage, charges, and any increase in cost.

Discussion: Denise Knecht informed Council that the Dependency Board currently consists of Mike Krill, Scott Blue, Chad Schlie, Lance Bowsher and Denise Knecht. Denise made the suggestion to Council that Board members remain the same, with the exception of current Mayor Lance Bowsher that will be replaced with Mayor Elect Bob Day.

Discussion: Amanda has been working with Pitney Bowes and Impac to provide quotes for a lease agreement that suits the Village for postage/folding machines. Information was given to Council regarding equipment, term length, and cost. It was Amanda’s recommendation, based on price comparison and convenience, that Council allow the Village to enter into a preliminary agreement with Impac for a 5 year lease agreement once current agreement with Pitney Bowes terminates in June 2020.

Discussion: Bob Day presented to Council that he would like the Village to assist the Edgerton Area Foundation and Edgerton Chamber of Commerce to replace the downtown speakers as part of a community project. Only 3-4 of the 7 total speakers currently work. The replacement project cost includes 7 new outdoor speakers as well as installation and a 5 year warranty. Mr. Day would like the speakers to be used more often than during parade time and the Christmas season.

Discussion: To give an explanation, the Fire Capital increase of $8,100.00 is for a BWC Safety Grant received for gloves and hoods on 12/5/19. The increase to Electric & Water Deposits of $500.00 is necessary to cover the amount needed for deposit refunds to customers through Dec 2019. The remaining line decrease requests, including General and Income Tax Capital Outlay, Issue 1 Street Capital Outlay and Issue 1 Grants, are necessary to decrease the revenue and expenses for the East and West Hull Street Improvement Projects that did not happen as expected in 2019.

Discussion: Zach Dohner explained the following 3 Zoning Ordinances were brought before the planning commission and then brought to Council at the Public Hearing. The Village is now clear to go forward with request for changes to zoning classifications. Regarding Ordinance #1045; there has been a signed agreement that property listed will be used solely for storage. Concern about the possibility of apartments being built was addressed as approval will have to be given by the Village for any new construction.

Administrator Update by Zach Dohner:

  • Thanked Mayor Lance Bowsher for his service, passion and commitment to Edgerton. It was a pleasure to work alongside Lance and he wished him the best of luck.
  • This will be the last week for leaves (Dec 16-20) weather permitting.

 

Fiscal Officer Update by Denise Knecht:

  • Credit Card Review 11.15.19-12.15.19 is ready for viewing and approval.
  • AMP Key account webinar sign up deadline is Tuesday, December 17.
  • BWC policy premium has decreased significantly this year. Total cost is at more than a 50% decrease from previous year.
  • Scott did a great job bringing in grant money this year. By working with BWC, Scott was able to secure a grant of $8,100 for 2 sets of hoods and gloves for each fireman. The Jaws of Life purchase is also now complete with the arrival of a final piece of equipment, which was also purchased with the help of grant money totaling $40,000.
  • TH3 loan principal and interest payment was made this week for the December installment, leaving a balance of $680,000.

Chuck Wallace had questions about Bill’s List item regarding key purchase for TH3. He wants to make sure keys are not being passed out and we don’t run in to problems as we have in the past. It was explained that keys were made to give to sporting groups that use the gym and for the rental of the gym on weekends.

Council Discussion:

Jackie Perry led by thanking Mayor Lance Bowsher for his years of service and dedication to the Village.

Jason Gruver complimented Scott Blue and the Fire Department for their work with BWC. He also inquired about the soon to be vacated council seat and if any resumes have been received. Administrator Dohner stated there had been 2 applications turned in to him so far. Councilman Day suggested extending the deadline until after the first of the year and would like to be more involved in the process.

Chuck Wallace thanked Mayor Bowsher for his service and always being able to walk out of meetings and work things out no matter what happened. Chuck also commended residents on the display of Christmas lights throughout the Village. Mr. Wallace went on to say how beneficial the Jaws of Life will be for the Fire Department after training on it a few weeks ago. Mr. Wallace met with Nick Perry about getting work done at Gerhart Park and would like to have work done in 2019 if possible. Mr. Perry will also be getting an estimate for parking lot construction at Miller Park.

Bob Day thanked Lance for his service and stated he has a tremendous amount of respect for his dedication over the years and knows he is going to be a resource.  Mr. Day also wanted to thank the group that helped decorate, Troy Nihart and Trevor Lawson from the electric department for getting everything set up. Henry and Terri Kotula donated multiple decorations and would like to dedicate them as a tribute to all Edgerton citizens who are battling or have battled cancer. “Thank you to all.”

Dean Thiel thanked Mayor Bowsher for his guidance through all the rough times and smooth times. He appreciates his help and insight and thanks him for allowing him to sit beside him on Council for the last 12 years.
