Mayor Day called the meeting to order at 7:00PM with the Pledge of Allegiance and Prayer.

Councilman Jason Gruver nominated Leslie VanAusdale for 2023 Council President Pro Tempore. Pam Wampler seconded that nomination and with no other nominations, Gruver motioned to close nominations.

Mayor Update by Robert Day:

  • Committee Assignments- left same as last year aside from replacing Karnes with Bowsher. Park Board added Chris Sanchez, Robert Adkins replaced Chad Schlie and Mike Krill agreed to stay on Firemen Dependency Board. If anyone has questions regarding assignments, let Bob know. Sharon Blinzler had someone approach with desire to be on Public Service committee, but you have to be a Council member to be on the committee.
  • Reading of names on New Years Eve- started because of Covid, it has grown and was well attended. Thanks to Rita’s for opening facility with refreshments and to Colleen Hennessey for cookies.

Administrator Update by Dawn Fitzcharles:

  • Welcome back, Lance!
  • First stretch of time off was a challenge with cold weather, rain, ice and snow. Received calls for frozen pipes and leaking water. “Guilty until proven innocent” meaning we dispatch knowing there is limited tasks we will be able to do. If pipes freeze, it’s best to call a professional before they thaw.
  • Excited to start working on 2023. Going to begin working on 1st quarter capital projects
  • Working through grant provisions with Edgerton Metals
  • Fire Department awarded grant from State of Ohio Fire Marshalls office for MARCS radio project started in 2021

Fiscal Officer Update by Denise Knecht:

  • 2022 December financials completed
  • 2022 closed, moved in to Year 2023 permanent appropriations
  • Final check run of 2022, email sent to Council members
  • Contacted Walter Drane to complete codified update, hope to present at next meeting

Discussion– 2023 Legal Representation Agreement with Richards & Walker: There is no change to Mr. Walker’s rate, this agreement is renewed annually. Mayor Day stated it has been a breath of fresh air having Mr Walker on our team the last couple years. He has been great to work with and we appreciate calling with questions and getting answers.

Discussion-TAP Resolution: At the request of ODOT, we submitted our letter of interest to apply for an additional source of funding available for sidewalks and pedestrian infrastructure within the Village. Our current plan addresses the bulk of the need over the next 5 years, if we are able to secure this funding it will expedite our plan. This plan is jun dollars. A letter of interest was submitted, we now need to submit the application. Council approval is necessary by Resolution. Because our population is below 4,999 we are eligible for 100% funding due to the promotion of walking and biking reducing carbon transmissions. Earliest construction can start is July 1, 2025. This is a reimbursement grant program meaning we would have to advance the funds to the ODOT fund, complete the project, then would receive reimbursement from ODOT. This is in conjunction with 2 other SRTS applications. This grant would allow for most of the town to be completed with sidewalk paths. There is a plan for the whole town, but where, how and when it gets completed depends on the funding source.

Discussion-PWS Equipment Grant: Ohio EPA made funding available at end of December 2022 called H2Ohio specifically for Public Works equipment. It reimburses cost of valve exercising, leak detection, and meter accuracy testing equipment up to $10,000. We would like to purchase an amplified listening device to detect leaks within our system. In order for us to apply we must have a motion of approval from Council supporting the Village’s application. This grant provides reimbursement for required training on equipment as well. The close of application is January 25. This will not eliminate the Leak detection company that comes in annually as that is a requirement of the Asset Management plan.

Discussion- It was suggested by State Auditor to set up a separate fund for accounting purposes for when grant monies are received from ODD Brownfield Grant for Edgerton Metals project.

Lance Bowsher is trying to get caught up and is looking forward to being involved again. He appreciates the support.

VanAusdale thanked everyone for their kind gestures & words on the passing of her father.

Wallace reminded that Stephanie Miller from Urban Forestry Ohio Division will be here at 9am tomorrow morning, January 4 to drive through the Village/Cemetery to begin the process of creating a master tree plan.
