Mayor Update by Robert Day:
- Welcome Sandy Wood and Scouts BSA to tonight’s Council meeting
Administrator Update by Dawn Fitzcharles:
- Asset Management Plan screening on Jan 7 – completed & successfully passed
- Routine Sanitary survey – takes place every 3 years for Water Treatment Plant and Water Distribution System will be conducted on Jan 21
- Crews will start working on main TH3 hallway this Friday to update same as back hallway
- Equipment vehicles replaced last year will go for online auction in near future, listed online with United Edge
- Utility training management- end of April recommended for council members and Mayor; as part of EPA screening this is a recommended first step and also serves the purpose of meeting requirements for funding sources related to principal forgiveness
Fiscal Officer Update by Denise Knecht:
- December 2024 financials to be signed
- 2024 is wrapped up with exception of tax & payroll, currently working on balancing and submitting W2’s
ODD Brownfield payment: We need to accept the revenue from the ODD and issue the payment invoice to August Mack for the Edgerton Metals Brownfield remediation project. We receive reports and invoices, submit to ODD, ODD signs off on transaction and sends the money, we then remit payment to August Mack.

Trash, Recycling, Yard Waste Bid Contract: Garbage contract was provided by email last week, we are asking that bids be received by March 11 @ 12pm. Bid packets are to be picked up at the utility office. Our current contract expires at the end of June. Everything remains the same with this contract with the exception of a larger dumpster size behind TH3 and an additional dumpster at Miller Park. This will be a 3 year contract with the option of a 1 or 2 year extension. Leslie VanAusdale requested the possibility of adding a Large Trash Drop off day in the Fall, in addition to having one in the Spring. Dawn will check in to it.

John Bentine Attorney at Law: Dawn Fitzcharles reminded Council of their approval of the agency agreement with AMP. This contract is in addition to that. We are working on a proposed project that is intended to improve reliability and provide a second source of power to Edgerton. John has worked on multiple Edgerton contracts in the past and is very familiar with our system, requirements and community makeup. There is a proposed transmission project and other electric supply issues that we would like to have John’s representation on. Bentine’s rate is $340 per hour and Fitzcharles believes the amount paid to him will be recoverable as part of a much larger project.

Edgerton Community Center construction bid: This project has been a long time coming. The request was originally submitted in 2017 and submitted under a different state representative. The renderings submitted as potential when applying for the funding through the state of Ohio capital budget. In early July we received notification of the approval, and were sent funding in August of 2024. $425,000 was deposited for the construction of a 7800 square foot space. .ADA compliant, warming style kitchen, deck, patio overlooking pond, energy efficient lighting, underground utilities. There have been discussions of additional recreational options the building can be used for. The options are truly endless. Once the bid has been awarded, we will sit down as a group to decide on the cost of rent. We have been researching surrounding venues in the area. Today we are looking at the updated renderings, final colors, styles & materials have not been decided. Our idea is to seek permission to bid out the contract with the hope that bidding early will be of benefit to the construction of the project. There will be a time, a few weeks down the road, where she will bring color swatches and combinations. So far the funding of this project includes state funding, and 2 local funding sources. We do not have a dollar amount of the expense that the Village will put into it, However, Dawn anticipates the cost to be between $200,000 and $300,000. Once approved Beilharz will finish the bid packet, we should be able to advertise in approximately 5-10 days.

2025 Ram Crew Truck: We are a member of Sourcewell which is the State of Minnesota’s competitive bidding process. Under Ohio Law we technically can buy off another states purchasing contract as long as it meets or exceeds what is available through the State of Ohio. Purchasing through Montrose Ford using Sourcewell, we can purchase the truck for $61,113.38 with anticipation of 2-3 months for delivery. The entity that won the state of Ohio contract is not in a position to accept orders at this time because of cost and time. This is the same entity that we have purchased our last 2 vehicles through. This truck was in the 2025 capital budget.

Filter Media Replacement project: We have 2 filters in the water treatment plant. Water comes in via the low service pump, is filtered through the media filters and then is chlorinated and softened and going out into the system for consumption. This is part of the water treatment upgrade project. There are pieces and parts of the project that will be bid separately because they are so specialized. We are replacing with materials that have already been approved by the EPA. The media was last replaced in the early 2000’s. It is still testing okay but we want to make sure that these filters are going to last for the next 40 years. All the media will be taken out and replaced with the approved types, media will be disposed of after testing and being accepted by the landfill. The inside will be fully inspected once the media is removed. We have an allowance that will make repairs to the inside if necessary. Each filter is anticipated to be out of service for at least 5 days. We are moving forward at this time of year because the water consumption is at a lower amount. The lowest bid was $49,755 submitted by Kleinfelder Water Technologies. The other response was Artesian of Pioneer at a bid amount of $81,716 and the Village would have had to provide a disposal location for the existing media and pay for the landfill disposal as an extra cost.

Cost Recovery Standard: Council was provided with a cost recovery document that has successfully undergone the approval process by county fire chiefs and the local emergency planning committee. The legislative function now reviews and approves the adoption of the updated standard. This will enable our fire department to recover costs associated with hazardous material response and containment. Chief Blue informed this has been going on since 1994 and it is updated every so often. Everyone has the agreed upon pricing for equipment and it is billed out at that rate, usually to an insurance company.
