Andy Farnham – Edgerton Area Foundation:

Mayor Bowsher welcomed Andy Farnham with the Edgerton Area Foundation. Mr. Farnham opened by stating that Miller Park is a very nice asset and a great value to our community. The Edgerton Area Foundation is very interested in working with the Village to enhance the park. EAF is very excited about assisting in this project but they would like commitment form the Village to ensure this plan is going to happen. The late Harriett Siebenaler gifted a sizeable donation to the EAF earmarked for capital improvements to the park. Andy showed plans for future improvement and began discussion with Council hoping to be able to join the Village with EAF in this endeavor. The big vision project for improvements to Miller Park include plans to add two ball fields to the current four fields that already exist, develop an additional parking lot and constructing a road from US 6 West into the park. Andy suggests that as a community we try to revive the Park Board and make plans for care and maintenance beyond just installation. It will take all parties working together to make this happen and it needs to happen soon. Mr. Farnham explained that holding ball tournaments at Miller Park is a benefit to your community by bringing opportunities to the local businesses. “Great parks equal great communities. What can we do moving forward for Edgerton?” Andy commented with a sense of urgency that he would like to see construction begin ASAP – yesterday!

Zach explained that we have planned for Park capital improvements in the budget over the next several years. Andy suggested that we attack this project sooner rather than later. Councilman Wallace suggested we look at the road project first because of the possibility of receiving grants. Mr. Farnham suggested starting with the parking area, leaving the truck pulls track, so that the parking lot could be utilized by both ball fields and truck pulls. Council member Jackie Perry agreed mentioning the possibly of installing the parking lot first, may allow for a better point factor for the grant with the concern for safety and ADA accessibility.

Andy thanked the Council and exited at 7:17PM after this following reminder “If we are handed a gift, who is going to take care of it?”

Boy Scouts of America Girls Troop #29:

Mayor Bowsher welcomed 9 members of Edgerton’s Boy Scouts of America Girls Troop #29 along with leaders Sarah Perez, Neal Imm and Scoutmaster Sandy Wood. These young ladies are working to achieve their Communications and Citizenship merit badge. The girls asked Mayor Bowsher numerous questions about local government ranging from the duties of a Mayor and Village Administrator, the date of the next election, what are tax dollars are spent on and what projects are currently being worked on throughout the Village. Mayor Bowsher kindly answered the questions and thanked the young ladies for attending and for their interest in their local community.

Discussion Resolution No 2019-005: Village Administrator Zachary Dohner opened the discussion stating that per the communication with Donna of OPWC and Poggemeyer Design Group, they both believe Business Alley West will be a strong project based on how well Business Alley East scored. Due to the deadline for OPWC grant applications, Mr. Butler suggested that we add the emergency language to this legislation to allow for this to be passed prior to the application deadline. We can still give three readings on 7/15, 8/5 and 8/19, however with the 3rd reading we will be required to waive the three reading rule and pass the resolution as an emergency to meet the application deadline of September 6, 2019.

Discussion Ordinance No. 1038: Fiscal Officer Denise Knecht is requesting a supplemental appropriation to the 2019 Budget by asking for permission to transfer amounts within the same fund from one line item to another which requires Council approval. This is a transfer so it does not increase the overall 2019 Budget. We will be requesting a motion to waive the three reading rule to pass legislation. In accordance with R.C. 731.30, this will go into effect immediately upon passage without the need for emergency language. The Sewer Department transfer request is necessary to cover the remainder of our contract with Village of Edon which expires Dec 2019. Also we had some extra expenses to the Professional & Technical Service line including a service flow meter at the lagoons and extra required EPA testing. The Street Department transfer request is necessary to ensure that we have funds available for gasoline expenses as they have already used over 69% of their annual fuel budget through June. The Street crew has been very busy chipping, picking up yard waste and hauling to the compost pile.

Councilman Bob Day voiced concerns with the emergency language of this appropriation and is very concerned about the fuel expenses seeming excessive with using 70% of the Budget within the first 6 months of the year. It was explained that the Police Department fuel line is in the same predicament but funds are available to be transferred within the same family of funds which do not require Council approval in that department. Fiscal Officer Denise Knecht offered for Councilman Day to come to the office to view documents and review software to gain an understanding of our process. Mr. Day said he needs to do that.

Discussion Andres, O’Neil and Lowe: Council Members wanted to review the TH3 annual premium figures prior to making their decision regarding accepting the recommendation of Andres, O’Neil and Lowe. Village Administrator Zachary Dohner previously distributed the information that was provided by Andres O’Neil and Lowe. The figures are as follows

  • Current 2019 premium for current town hall?  $2,314
  • Estimated premium for updated appraised replacement value at $7,069,000? $4,948 annually
  • Estimated premium for valuation at $3,000,000 as presented to Council (with gym) $2,100 annually
  • Motion to accept the recommendation of Andres, O’Neil & Lowe Agency for Town Hall Insurance Coverage for a 10,000 square foot replacement building at approximately $2,000,000 and gymnasium replacement at approximately $1,000,000:

Discussion Lot #5 Split:  Administrator Dohner explained that prior to the Council Members meeting a Planning Commission Meeting was held regarding the split of Lot #5, Al-Phine Hills. The Planning commission approved of the Lot # 5 split at the meeting held at 6:30pm on 07.15.19. The owners of lot #4 and #6 requested the split lot #5. There will be deed restrictions placed on each of the splits that will require the split lot to be attached to the full lot# 4 and lot #6 and will become part of those lots for building purposes and resale purposes. After approval by the Planning Commission we are requesting approval from Village Council, so as to not hold up the sale and closing of these transactions so both parties can move ahead with construction projects in a timely fashion. Documentation was supplied by Developer Andy Farnham.

Administrator Update by Zach Dohner:

  • Storm Tile: West Sargent and Elm Street – The crew has utilized the recently purchased camera and equipment to locate some drainage issues. Specific areas have been jetted in attempt to clear the debris of tree roots for a better flow. We are considering biding out the tile projects to get these storm drainage issues repaired in a timely fashion.
  • Star Lab – The Star Lab is being brought to us by The Edgerton Public Library. The planetarium will be set up in the Town Hall Gym for all to view the night sky with viewings being held at 11 and noon. This will be in conjunction with the summer lunch program for the kids to enjoy.
  • Fire Hydrant – we experienced a hit and run damaging a fire hydrant at Gerhart and Oak Street. Our team responded and requested advice from Bryan Utilities. Kip requested quotes and the replacement parts have been ordered to get this repaired as promptly as possible.
  • Homecoming Trash dumpsters – the Homecoming dates of July 26-28 have been confirmed with Republic Services and extra dumpsters and containers have been requested.

Fiscal Officer Update by Denise Knecht:

  • June 2019 Financials – Council was asked to sign that they had received an email with June 2019 Financial Reports and to contact us if there are any questions.
  • 2018 Annual Audit – I received an email from Kim Carder with the Auditor of State’s Office. They are completing our 2018 Audit Closing Documents and will be contacting us with a date for the Formal Audit Review. Council and Administration will be informed of the date and time of this meeting.

Items of Discussion by Council:

  • Bob Day requested an update on the Lynn Street property that needs cleaned up. Zach will check into the status.
  • Grindings for Alley West – Bob Day asked if some of the grinding could be used in the alley.
  • Cold Patch – Bob raised questions; Do we have cold patch? Do we have plans to use the Dura-patcher? Have the guys been out? Zach will check on this and report back.
  • Softball Tournament at Miller Park – Chuck Wallace offered a special thank you to the Village volunteers for their assistance at Miller Park over the weekend at the tournament. Amanda Herman worked concessions and emptied trash as well as Jason Gruver and Zach Dohner who also came to help do trash detail. The park was full as the tournament was very well attended and our local businesses benefited from the teams and fans coming to town. These tournaments bring people to our town. Next weekend there will be a Boys Baseball Tournament and we are expecting 27 teams.
  • Tile issue 600 block of South Michigan (49 South). There is standing water in the field that needs addressed. Zach will look into this.
  • Sandy Wood announced that the Girl Scouts would like to volunteer to assist with the clean-up at Miller Park after the Edgerton Homecoming on Sunday 7/28. Mayor Bowsher thanked them for their service and said he had Sandy’s contact information.
  • Before the motion to pay the bills Bob Day had one question about an item on the bills list- Power Services for $9,500. The invoice was for switch, transformer and breaker testing at the electric substation during the recent power outage in June.
