Welcome New Part-time Temporary Seasonal Clerk– Village Administrator Dawn Fitzcharles was pleased to give introduction to Lilly Halter, recently hired part-time, temporary, seasonal clerk. She will be assisting in the office with utility billing and collection and various other designated projects during an upcoming employee leave.

Administrator Update by Dawn Fitzcharles:

  • ODOT 2022/2023 Salt Contract awarded to Cargill at $61.24 per ton comparing to 2021/2022 season at $58.90 to Morton and 2020/2021 at $55.49 per ton.

Fiscal Officer Update by Denise Knecht:

  • Credit Card Review16.22-07.15.22 – statements and documentation circulated for council review
  • Heads up that in August we will be bringing a request for a supplement to the 2022 Budget to allow for the increase in fuel prices
  • American Rescue Plan Act (ARPA) Funds in the amount of $105,116.66 have been received as of 07/15/22. We will be making the entry to advance funds back to the General Fund.

Police Chief Update by Gary Plotts:

  • Security Cameras – some are already installed in the building, still waiting on a mother board to install the fob system next week; Chief Plotts will issue door fobs as soon as they are ready to go
  • Homecoming – Full police staff for the weekend including bike, foot and vehicle patrol for the schedule of festivities
  • Bike Safety – providing education program of bicycle safety with the Boy Scouts at the end of month
  • K9 Unit – seeking permission to move forward with K9 unit; made phone calls and provided cost estimate for this; has secured most of the funding through grants and donations including car cage, food and more; this will be low cost to community with great reward; request to use capital funds and reimburse when grant funding comes through; startup cost is approximately $17,000; will also require monthly certifications at $30.00, veterinary bills, liability insurance; the dog is a 2-year-old Belgian Malinois breed named Jaxx with Chief Gary Plotts as handler; Plotts will move forward with Council Members and Administration support; very excited about this project

Homecoming Festivities: A new group of people working with the Chamber have worked hard to add events for all age levels and are looking to build on it in the future. Mayor Day highlighted the upcoming Homecoming activities and encouraged all to come out, bring your families and enjoy! Events are town-wide garage sales, car show, 5-K run, community choir, poker tournament, parade, Downtown events, port-a-pit meal, EHS fundraiser, bandstand music, Edgerton historic museum tours, Ax throwing, Miller Park sand volleyball tourney, bouncy house, face painting, petting zoo, dunk tank, live band, fireworks and canoe races.

Reclassification of Fire Department employee: The request is to reclassify probationary volunteer firefighter Devin Johnson to regular volunteer Firefighter recommended by Fire Chief Scott Blue. Devin came to us already certified and has been a great addition.

Discussion- Grant Advancement: We have been awarded this non-infrastructure grant to be utilized for education/safety pathways to school. Built into this application are two solar speed radar signs for River Street. The advance is requested since this is a reimbursement grant. We are required to spend the funds in order to receive reimbursement. We have been awarded the funds but since this requires Federal authorization, we are awaiting the notice to proceed.

Discussion- 2023-2028 AMP energy supply schedule: This resolution authorizes AMP to negotiate with energy suppliers for the purchase of energy for Village of Edgerton from Jan 1, 2023- Dec 31, 2028. Our current remaining requirements contract is ending at the close of 2022. This is being done in anticipation of contracts ending. According to the exhibit you would be authorizing us to enter into an agreement for up to $60.00 per MWH hour, called a 5 by 16 block purchase which is 5 days a week 16 hours a day, and would buy half of a MWH. Typically looking at power supply, we leave a little bit open to the market because we could see changes in either direction and we don’t want to be long on power. We are working on a couple different avenues for our upcoming power supply.

Council Discussion:

Oak Street Sidewalk Project is slated to take off on Aug 29th. Maumee Valley Planning Organization has all contractual documents put together. The area is prepped and ready to go and estimated to take 3 weeks.

Paving Projects with Lingvai are to take place in August as well. Things are really happening around town.

Crack Sealing with M&M Asphalt – We just finished a project that was 3 times more that we’ve been able to do in previous years and possibly add a couple of additional infrastructure projects toward the end of the year.

Park Board and Tree Commission Meetings will be scheduled in beginning of August. Chuck would like to discuss used lights brought in. Administrator has a tree list for discussion. One tree in question is a tree at entrance of cemetery.

Cemetery Board hired a caretaker- Stub Stotz is the new caretaker with a lot of experience. The Village would like to make connection with Mr Stotz to collaborate.

Auction of Tactical Unit is in process. Gary is working with Darren Bok to get it listed.

Habitat for Humanity – Land survey was done last week for lot split. Will need to go to Planning Commission and Council for rezoning.  Working with Williams County Land Bank and Williams County Port Authority to pass through to Habitat for Humanity.

Maintenance on Town Hall (power washing of stucco) is not part of the Building Asset Management; just normal routine maintenance.

Building Asset Management – VA has been provided the preliminary asset management results and will provide comments back to Poggemeyer. The preliminary figures to get where we need to be is astronomical. We revisited applying for funding sources with potential Federal and State grants since the facility is deemed a disaster shelter.

Tree right-of-way – Elm Street tree in question is most likely a Village tree.

Federal Grants for Electric Vehicle Charging Stations – Councilman Gruver noticed a recent article in the Bryan Times. When a car charging station was presented previously it was stalled by Council because of cost and area location but now that there may be federal grants in place it was suggested that we research the possibility. This could provide us the opportunity to be in the forefront with this technology. Mayor feels that moving toward renewal energy sources is okay but we shouldn’t eliminate back up energy.
