Williams County Habitat for Humanity Presentation- Wade Patrick, Board President and Director Mary Ann Peters from the Williams County Habitat for Humanity had an informational presentation for Council explaining who Habitat for Humanity is, what they do, how it works, and who they help. Currently, there is a partner family already established and living in Edgerton with a strong desire to stay in Edgerton. HFH is looking for the donation of a residential lot to develop new housing for this partner family. HFH has built in Edgerton previously and would love the chance to work in our community again. Mary Ann and Wade thanked Council for the opportunity to speak to them. Mayor Day added that this is a program that he definitely wants the Village to get behind and be a part of.

Administrator Update by Dawn Fitzcharles:

  • Homecoming festivities this weekend July 23-24– thank you to employees for working so hard to get Miller Park ready. Friday events include 5k presented by Hicksville Bank, lawn mower pulls, poker tourney and live music. Saturday events include parade, 3 on 3 basketball, sand volleyball, cornhole, spikeball, truck & tractor pulls along with food vendors and other activities.
  • Community Movie Night- August 5 in Town Hall parking lot with August 12 rain date; free will donation (suggested carload price of $10) with proceeds going to Edgerton Bulldog bags and Joyful Bird Ministries; put on by title sponsor Hicksville Bank, Big C and Bryan Theater
  • AMP/OMEA conference-September 20-22 @ Hilton Columbus, Easton, OH; registration fee waived for elected official attending for first time; highly encourage attending to learn more about electric utility

Fiscal Officer Update by Denise Knecht:

  • Credit Card Review– monthly from June 15-July 15 & quarterly for April-June
  • Resolution 2021-007- 1st reading for tax budget amounts for 2022; few hundred dollar difference from 2021
  • American Rescue Plan Act– 2nd round of Coronavirus funds; notification received in early July to register; registration completed last week and is currently pending; not sure yet of dollar amount

 

DISCUSSION: As already mentioned in FO update, This will be 1st reading of this Resolution with plenty of time to give 3 readings, wait 30 days until it takes effect and send in to County by October 1st deadline.

DISCUSSION: CRA- Council received draft Ordinance by email along with Housing Survey and CRA coverage map of the Village. There are few differences between the original CRA in 1994, CRA after 1994 and the current one up for approval. Both provide significant tax incentives for remodeling and new development. Main difference is that this will cover the entirety of the Village. Previously there were 3 CRA’s in place that covered multiple sections of the Village and this will bring all 3 of those together. Fitzcharles will communicate with Edgerton school board on any updates and make sure all entities are on the same page. Fitzcharles also relayed opinion that this is an important consideration to make as Edgerton has a serious need for housing. Jason made all aware that he would like to be involved on the board for the Housing Council. Day believes one is already established but will look in to it.

DISCUSSION: Water Tower Rehab Project #1 Change Order #1- This change order #1 effects time only. No change in cost. During the preconstruction meeting with D & M Painting who was awarded bid by having lowest cost and proper documentation, found out valve would not be here before original commence date. New commence work on or after date will be September 1, 2021 & Completion date of September 30, 2021.

Council Discussion:

Muehlfeld asked typical lot size for residential property in the Village. Dawn believes it is 75’ x 150’ but will confirm.

Karnes wanted to know if the bandstand upgrades in the Town Hall Park would be completed before Homecoming festivities this weekend. Fitzcharles said there will not be electric, but the orange tape will be removed.

VanAusdale questioned if another Park Board meeting has been established. Mayor Day responded that he would like to have a date and times set by the end of the week.

Before entering into executive session resident Mike Nester entered the Council Chambers at 7:49PM with a water drainage concern regarding a driveway installation next door to his home that may cause water to be shed onto his property. Village Administrator Fitzcharles agreed to take a look at this concern either after the meeting tonight or fist thing in the morning.

DISCUSSION: We received one qualitied applicant for the open Water/Sewer Operator full time position. This applicant has 32 years of experience; holds an Ohio EPA Class II Water distribution license; and is available for work beginning September 1, 2021. Village Administrator respectfully requested that Council consider hiring Eugene Wilson as a probationary full time certified Water/Sewer Operator at $20.00 per hour.

DISCUSSION: Village Administrator Dawn Fitzcharles respectfully propose to set the hourly wage for Ron Brust, who has successfully completed his Water and Waste Water Certifications, at $20.00 per hour. Ron is now our Operator of Record which allows us the ability to terminate our contract with the Village of Edon.
