Jason Gruver provided an update on the Finance Committee meeting that was held on May 19, 2020. The following topics were discussed:

Discussion: This is a 2 mil renewal levy with a term of 5 years. Passing this resolution is a request to the County Auditory to certify balances which fulfills our first step in getting this levy placed on the ballot for the General Election on November 3, 2020. The deadline to submit the final documentation to the Board of Elections for placement on the November ballot is August 5, 2020. The revenue received in 2019 was approximately $50,000.

Administrator Update by Zach Dohner:

  • Old Edgerton Metals building (E Bement) is set to be demolished June 15-July 1.
  • Milling and Surface work at the Unger St Paving Project will take place June 3-4, weather permitting.
  • There will be a conference call with Charles Butler and MESA on June 5 regarding SCADA.
  • NOCAC summer lunch program started today, June 1.
  • Summer peak shaving season began today, will send out alerts as they are received from AMP.
  • Hull St Project is moving along; running slightly behind on surface work due to weather; walk through scheduled with Kip Pahl, Public Works Superintendent later this week.

Fiscal Officer Update by Denise Knecht:

  • Credit Card Review April 16-May 15, 2020
  • May 2020 Financials are ready to be signed off on. June is open and ready to go.
  • Council may notice decrease in income tax capital line, payments have been sent to Bryan Excavating for Hull St Project
  • Received annual RITA retainer refund of 17,763.00 or 1.49% out of 3%
  • RITA income tax collections down 17% from 2019, but that is expected with filing due date extended to July 15
  • Utility bills totaled $246,000 for May 10 due date; $245,000 collected; thanks in part to generous donations for Village residents

Council Discussion:

YARDS & WEEDS: Jason Gruver wanted to remind residents to keep yards mowed and weeds trimmed. This was addressed in utility bills this month but he would like residents to know they can communicate with the office if there is a vacant lot that needs taken care of. There is a process that has to be followed and it may take time to get these issues taken care of.

BALL FIELDS: Chuck Wallace informed Council that he noticed a couple of individuals with ATV’s attempting to drag the infields at Gerhart. He suggested the Village drag the ball fields weekly at Gerhart Field and Miller Park to try and control the weed population and prevent random people from taking matters into their own hands and incorrected dragging the fields causing a dip. Without foot traffic, the weeds are starting to take over the infield. Since Edgerton Recreation Association is not holding a season this year, they have no income to maintain the ball diamonds. Chuck said it’s a public park and Village property so the Village is responsible for taking care of these fields. Leslie VanAusdale agreed the ball diamonds need to be maintained or there will be a mess to try and control next year. Scott Hartley added that he was aware Clint Nester was going to drag the fields. Clint helped Summer Recreation out last year and he does a good job. Mayor Day added that volunteers are a great thing.

LARGE TRASH: Mayor Day concluded Council discussion by addressing the possibility of using one of the Village’s special events to hold a 2nd large trash day in the fall. Through Republic Service, we are allowed a specific number of special events each year that are covered in our contract. With the possibility of not holding a Festival this year, there is probability a 2nd large trash day could replace that event. It will be prosecuted differently to prevent the abundance and overflow that occurred at the spring large trash day. Cindy Thiel questioned why there was only one drop off a year when there used to be two. Denise Knecht responded that when the Village signed a contract with Republic Services in 2013, the process changed. The event used to be an expense to the Village, paid for with taxpayer dollars based on the weight of items collected and taken to the dump. She went on to state that Republic bringing the dumpsters in to one location, has cut the cost entirely since it is now part of the contract.

Mayor Day communicated with Council that he believed it was a good idea to hold one more meeting in the gym for the June 15th meeting and then resume meetings in the Council room in July. Council members agreed.
