Mayor Update by Robert Day:

  • With the warm temps there will be a cooling station available at LCC, stay cool and hydrated
  • Congrats to the Chamber of Commerce on successful townwide garage sales– noticeably more participants

Administrator Update by Dawn Fitzcharles:

  • CRA committee approved application for new construction @ 103 Knox Lane
  • Planning Commission approved parcel split and donation of 2.464 acres from Edgerton Development, wooded area attached to Miller Park
  • 1 year completion mark of Water Towers – warranty inspection scheduled for July 9-12; do not have to take the towers out of service, will receive full report and will be able to use that in 5-year inspection requirement
  • WTP project design is making significant headway
  • Parking lot at Gerhart Park– M & M Asphalt seal coated and painted parking spaces this week to complete this project
  • Miller Park replacement of 2 rail wooden fence completed-looks very nice
  • Broken tile replaced at Miller Park in 2 different areas, drained and currently functioning
  • Sidewalk repair/replacement project being finished up in a couple of areas; have received a lot of positive feedback
  • Waiting to get a list of trees / information and planting areas to consider from arborist
  • Looking for input on rescheduling/postponing/cancelling meeting on Wednesday July 3rddue to the July 4th holiday

Fiscal Officer Update by Denise Knecht:

  • Credit Card review May 16-June 15
  • Semi-annual loan payment for TH3 made; balance of $275,851 left to pay!

Retirement: Captain Kevin Studer has served on Edgerton Fire Department for 45 years. He has officially retired from the department as of June 18, 2024. Chief Blue stated that Kevin was a rare firefighter that attacked every task using all of his ability. His retirement is well deserved and we wish him all the best.

ODD Brownfield payment: We need to accept the revenue from the ODD and issue the payment invoice to August Mack for the Edgerton Metals Brownfield remediation project. We receive reports and invoices, submit to ODD, ODD signs off on transaction and sends the money, we then pay August Mack.

Edgerton Development real estate: Dawn presented a survey showing the 2.464 acres of wooded area that is being donated to the Village from Edgerton Development. We are proposing the Village accept the parcel of land, as discussed earlier in the meeting. Wallace inquired if there was a purpose for the donation. Mayor Day responded that Edgerton Development loves partnering with other entities / organizations for the betterment of the community by taking eyesores or unusable property and making it into a positive for residents of the Village of Edgerton.

2024 Supplement: In December of 2023 Williams County Humane Society presented their Spay and Neuter program to Village Council as a public plea for assistance. The Village has come to an agreement with the Humane Society, there has been a protocol put in place, now we just need help catching the cats. The most important thing is wherever the cat is captured is where the cat needs to be released. $3,000 will assist with 75 cats over a 4-month span. This also includes a supplement for the Police DUI fund. The City of Bryan purchased an intoximeter that all of the Williams County agencies will be able to use. The Village’s share is $1,000. This is an eligible cost out of that fund. There is not an appropriated amount in the budget unless something such as this presents itself.

Council Discussion:

Wallace made a statement on how nice the parking lot at Gerhart is. He thinks that would be a good inexpensive option for TH3 parking lot. There was discussion among council members and Administrator Fitzcharles on the process that took place at Gerhart and what would need to be different at TH3. VA believes it is a possibility and Gerhart was a test run. Bowsher doesn’t think it’s the best idea for TH3 parking lot. Gruver asked if Fitzcharles had any leads from the engineer she planned to speak with and she is still working on it.

Wallace also inquired about the tennis courts at Miller Park and what the intentions are since the court slabs are not repairable. The fencing however is still solid. There has been discussion on the possibility to receive funding for other activities such as whiffle ball, pickle ball, and the most talked about option of a dog park.

Sharon commented the parking area looks very nice.

Action taken:

Discussion: The Village entered into a stalking horse agreement to set the floor bid at $425,000 for the purchase of the Ferguson building located at 103 Industrial Drive. A current bid of $475,000 has been received. Our response is due to the attorney by Monday, June 24, 2024 if we wish to counter.
