Mayor Update by Robert Day:

  • Would like to recognize and appreciate the support for both tree plantings last week. Dedication to Beth Ann Garber who was killed at the Main Stop in 1998 brought a lot of family and members of the community. There was also a wonderful turnout for the dedication to Stevie Kimpel. Both events were well represented and wonderful tributes to 2 special people.

Fiscal Officer Update by Denise Knecht:

  • April 2024 financials
  • Audit currently at a bit of a standstill, auditors have been working off site

Police Lexipol policy update-Drug Fines Internal Control Policy #208: This came about through the audit process. In order to comply with ORC, we need to have this policy implemented into the police department. We already have a fines and fees separate fund so this policy will state how these funds are utilized.

ODD Brownfield payment: We need to accept the revenue from the ODD and issue the payment invoice to August Mack for the Edgerton Metals Brownfield remediation project. We receive reports and invoices, submit to ODD, ODD signs off on transaction and sends the money, we then pay August Mack.

CDBG New Fund: We need to establish a separate fund for the accounting of CDBG funds, in order to receipt and expend grant funds awarded to the Village. This separate fund allows for proper accounting procedures.

Depository agreement, State Bank:  This motion is in light of interest rates and being able to invest to get the best value for Village funds. We have options to check with multiple entities to get the best value for return on investments. We will continue to bank with our current institution but in order to deposit funds in to a new institution it has to be authorized by Council. Everything we do with the bank is in accordance with the investment policy that we already have in place.

2024 Supplement: This Ordinance covers several areas. Police grants- PD received body worn camera grant in the amount of $18,081 as well as an Edgerton Area Foundation $1,000 grant for the purpose of Range upgrades. RLF- at the last meeting Council approved a microloan for Revolving Loan Fund per Resolution 2024-006 so this applies for the appropriation and collection of revenue. CDBG- includes an estimated revenue and expense of $154,000 reflecting the grant received for Oak Street resurfacing project. Water Debt service- just received the loan finalized amortization schedule and we underestimated both principal and interest payment by $25.00 each.

Oak Street Resurfacing: On April 11th, bids were open for Oak St resurfacing project and was bid through Williams County Commissioners because of the funding source. Two bids were received by M & M Asphalt $170,402.67 and Ward Construction $270,637.00. We have been working with the engineer and MVPO to go through the bid documentation and OHM has submitted a recommendation letter in favor of M & M Asphalt. This is a 2-part bid document. We are still working on final numbers and what responsibility the Village will have. The engineer’s estimate is $242,000. Wallace asked if there is something missing given the difference in bids. Fitzcharles informed that it does happen, it typically reflects labor rates and schedules. VanAusdale asked if we have ever had any problems with M & M, Dawn replied they have only done smaller projects for us. The contract with OHM provides construction management making sure everything is up to code. Final say will go to the Williams County Commissioners.

Council Discussion:

Chuck Wallace reminded residents to keep yards mowed, “help your neighbors if they need it.” Citations cannot go out until June 15th.

Wallace also informed there is a Junior High softball tournament this weekend, not a bad idea to give heads up to parks department to block people from parking in grass after all the rain we’ve gotten.
