Mayor Update by Robert Day:
- Edgerton Historians– Mayor Day presented plaques of recognition to Edgerton residents Karl Mavis and Ron Sechler. These gentlemen were recognized for the contributions and valuable knowledge that they have both made to the Edgerton Historical Society.
- Trap Neuter & release program has ended for the year; 16 cats total were handled
- Thanks to the Chamber & Community for such a good turn out during Trick or Treat; was nice to bring back costume judging and added a map; overall consensus was that most people ran out of candy
Fiscal Officer Update by Denise Knecht:

- October 2024 financials emailed and ready for signatures
Wage & Compensation Committee Meeting 10/21: VA Fitzcharles reported topics from the meeting including Ohio minimum wage change, 2025 budget, 3 open positions, holiday schedule, HSA match, drone licensing and mid-point positions for salaried employees
Finance Committee Meeting 10/29: Took a look at overall financial position of each fund, went line by line through the budget. Tonights meeting will be 3rd of 6 public meetings to go through the budget. Electric utility rate comparison and average residential utility customer uses 1,000 kwh at a cost of 142.15 per month which is about 14.2 cents per kwh comparing to competitors range of 18-19 cents per kwh.
Police Auxiliary hire: Auxiliary officers are compensated at a flat rate per month and utilized to work special events. Chief Jacob stated that Jeanette has been going on ridealongs with the PD and would like the opportunity to put her on the roster as auxiliary member to start being a part of the team as she is planning to enroll in the Police Academy next fall. This will put her in a good position as she gets familiar with the department and will be ready to jump in once she completes the training.

Motorola Solutions Then & Now: Motorola Solutions for Spillman software invoice #8230485829 for $4,221.32 dated 10/14/2024 exceeds $3,000.00 limit without Council approval for Then & Now Purchase Order. This is an annual PO that we missed putting in at the beginning of the year. This contract is for Spillman and was approved by Council already.

ODD Brownfield payment: We need to accept the revenue from the ODD and issue the payment invoice to August Mack for the Edgerton Metals Brownfield remediation project. We receive reports and invoices, submit to ODD, ODD signs off on transaction and sends the money, we then remit payment to August Mack.

Bill’s List: Leslie had a question regarding one of the bill’s for Miller Park field work and is curious how many phases there are to the project. Fitzcharles responded that there are 2 phases and the 1st phase is complete. The work completed was done on field 1, 2 and half of 3. The remaining field and other half of 3 will be finished next year. Chuck added it’s important to make sure we maintain the fields so the money spent isn’t wasted.

Oak Street Change Order #1: There will be an additional final change order in a couple of weeks to complete the project. The project was submitted in 2 parts because of the grant funding that we received and is split up by what the grant pays for and what the Village pays for. There is a deduction of $16, 641.28 to part 1 and addition to part 2 of $12,957 with a total net change order of -$3,684.27.

AMP Circuit Rider Program: We have participated in this program for the past 3 years. This program provides us with support, backup line workers and specialized testing, if needed. The enrollment fee is $960 per year. We have not needed to utilize this yet for backup line workers. However, we have used the Circuit Rider Program after the train issue in June 2023 for services like infra-red testing and system checks. We would like to continue this program in the event that the need should arise.

Pedestrian Safety Improvement Project: Environmental Design Group was awarded the design contract by the Village of Edgerton as well as the ODOT. Not included in the original contract was the design for widening of the intersection at State Route 49. ODOT was initially going to handle the design of that infrastructure as well as right-of-way acquisition and plans. Typically, there are 2 separate contracts, one for the consultant and one for the right of way acquisition and plans. After the survey was completed, it was determined that the design firm would be the best fit for this contract. ODOT reviewed and made recommendation that we approve a modification to the contract and have EDG complete the work. The cost of this change will be funded with already budgeted grant dollars and the village match so that will not change. We are asking that we use EDG as a vendor because it will be more efficient and cost effective.

Street & Park Department hire: As Council is aware we have been advertising and interviewing for the open street/park position. There were 7 qualified applicants interviewed by VA, PWS, and Mayor Day. It was narrowed down to top 3. Some of the candidates were looking for a higher wage than we can offer. The top 3 candidates job shadowed the departments. We are presenting Luke Gary to fill the vacant full-time position. Luke has experience with concrete, construction, and electrical and we feel he will be a great fit with our team. He is a local resident which is always a bonus, especially when it comes to snow removal or emergency calls.

Street & Park Department hire: We would also like to hire a part-time street/park position, not to exceed 29 hours per week. Devin Herman has recently moved back to Edgerton and would like to serve his hometown. Devin has a vast knowledge and experience with turf grass horticulture and landscape management and comes to us from the Cincinnati Reds ballpark where he maintained the grounds and performed snow removal.

Council Discussion:
Fitzcharles reported that crews continue to pick up leaves. We are hopeful that leaves can be mostly completed by Thanksgiving time and crews will go back out in the spring as usual.
There is a Park Board committee meeting scheduled for next Wednesday, November 13 @ 5:00pm.
Leslie VanAusdale asked if there was any update on the community center. Dawn reported that we have submitted a couple of additional applications that we are waiting to hear back from. We have received the funding from the State so it is in our cash. We have been working with the architect to put stuff together to bring back to this group. We are waiting for the state to authorize demolition any day now. When we applied, we requested it be done by December. This is all with hope of awarding early Spring. Architecture has been in communication with local contractors and informed that it will be put out to bid early 2025.
Pam Wampler reported that Halloween Trick or Treat night was awesome. She ran out of candy and that’s not happened in the 13 years that she has been there.
