Presentation of Electric Safety Award Recognition

  • Edgerton Electric Department honored for its achievements during the past year at the 2021 American Municipal Power (AMP) Annual Conference.
  • Received AMP Safety Award in the Transmission and Distribution category in recognition of no time lost due to reportable accidents or injuries.
  • Line worker, Trevor Lawson, received the Hard Hat Safety Award. This award honors individuals at Public Power Utilities for their continued, successful work keeping themselves, coworkers and the public safe.
  • Troy Nihart and Trevor Lawson were both present at the meeting and accepted these awards from Mayor Day
  • Mayor, Fitzcharles, and Council thanked and congratulated Troy and Trevor

Administrator Update by Dawn Fitzcharles:

  • Fire Contracts- 2 local contracts are up at end of year, started gathering data and working on calculations
  • Wage and Compensation meeting scheduled 11/3 @ 6:00pm
  • Next regular Council meeting scheduled on Election Day

Fiscal Officer Update by Denise Knecht:

  • Credit Card Review 09.16.21-10.15.21
  • Actively working on 2022 budget

Park Board Committee Update- Mayor Day

  • Meeting held 10/3
  • Obtained final numbers on community survey, copies are available
  • Dawn presented proposed budget for Park 2022
  • Waiting for new equipment to arrive

Tree Commission Meeting- Dawn Fitzcharles

  • Meeting held 10/3
  • Identified multiple trees around town that residents are concerned about
  • Asplundh will be in town cutting down marked trees approximately 11/1
  • Will ask Council at next meeting for additional appropriations to cover cost of removals/replacements

Park Board or Committee?

  • Formal Park Board or informal group of volunteers to provide input on park matters
  • Formal required to follow ORC rules; could add administrative issues
  • Park Committee would follow a policy and be an advisory committee
  • Biggest concern/goal among Council is protecting the Park Board/Committee from future administration
  • Council members split on surrendering 2 member spots on Board to School Board
  • Day believes fundraisers are the biggest value of a separate board instead of a committee
  • Majority of Council’s preference is to add members, specifically members involved in park events, and move forward as informal park committee

MOU ArcGIS

  • Working with Williams County Engineers Office- Brian Fritsch & Todd Roth to sign on with county’s GIS system
  • Uploading current data, a lot of our infrastructure is already online including additional items from county
  • County will hold license and Edgerton will be a user, will be able to serve as administrator
  • Cost is $600.00 per year; save on cost by thousands of dollars
  • Digital access
  • Comes with public piece, allowing us to make information available to public
  • County Prosecutor, County Engineer, County Commissioners put this agreement together
  • Motion to approve Memorandum of Understanding for ArcGIS Online System between the Williams County Engineer and Village of Edgerton:

Norfolk Agreement

  • Laubach Drive storm sewer project, working through agreement with Norfolk Southern to gain approval to do work and tie in to storm system
  • Village has complied to Norfolk’s request, working with individual out of Atlanta, Georgia
  • Norfolk presented deal of $30,000, Village counter offered $7,500, Norfolk responded with cost of $20,000
  • Walker has reviewed finding no legal issues, insurance requirements are met by contractor Vernon Nagel
  • This is the final piece to be able to move forward with excavation date of 11/08
  • General Fund has capital monies available
  • Motion to approve pipeline license agreement between Norfolk Southern Railway CO and the Village of Edgerton, Ohio:

Asset Public Auction

  • Departments have compiled lists of items to be put up in public auction
  • Selling “as-is”
  • Hoping to complete sale late October-early November
  • Funds be distributed into permanent improvement fund; department heads would like to use in 2022 budget to offset capital expenses
  • Motion to allow Village Administrator to sell Village assets and equipment through an online public auction:

Water Tower Rehab Project

  • Water Main break August 10 caused need for emergency repair to Industrial Water Tower
  • D & M painting able to finish repair as well as contractual needs; work completed & passed inspection
  • Repair came in at $8046.00, total amount to be paid is $107,080.00
  • Motion to approve change order No 2 to the Water Tower Rehab Project #1 for emergency repairs:

  • Mayor Day contacted all but one Housing Committee member, all are willing to stay on as committee members
  • Is Council ready to make 2 recommendations?
  • VanAusdale nominated Jason Gruver as he has stated interest in being part of this committee
  • Mayor recommended Village Administrator Dawn Fitzcharles and Fiscal Officer Denise Knecht; both accepted
  • Second nomination by Council was School Superintendent, Kermit Riehle

Council Discussion:

  • VanAusdale thanked Chuck Wallace for putting on whiffle ball tournament
  • VanAusdale asked if a “Meet the Candidates” event was going to be held. Cindy Thiel was present at the meeting & stated she put the event on last year but was unable to make it work this year
  • Muehlfeld questioned the police car on the bill’s list; 1st car was delivered last Friday and is currently being outfitted, approximately 1 month from being on the road
  • Chuck wanted to remind everyone that Trunk or Treat and Trick or Treat would be taking place on October 30; Mayor added that the HS band has agreed to play on the bandstand; Parkview Care Center is also putting on a costume contest
  • Dawn added over the next couple of weeks there will be a few ribbon cuttings to recognize new businesses in the Village
  • Motion to enter into executive session to discuss the employment and compensation of public employees at  8:05 PM:
