Lance opened council discussion stating he was approached about the Village contributing to the re-building of 2 mounds-1 each at the minor and major baseball fields at Gerhart Park. The original quote was for $3,150. Councilman Wallace suggested that if Village employees are able to do some of the labor with our equipment, we could cut costs by refurbishing the existing mounds, as opposed to a complete rebuild.

Chuck Wallace asked if the gator at the park would be considered for a donation to the Summer Recreation department. Denise said we would have to speak with our insurance provider, Andres, O’Neil, & Lowe to confirm what the best way to go about switching the title over from the Village to Summer Rec would be.
Administrator Update by Zach Dohner:
- John Courtney with Courtney & Associates, our electric rate consultant, visited the Village and informed us that our electric rates are very competitive and there is not a need for an electric rate increase over the next 5 years.
- The leaf machine is not currently in working condition, due to a bad fan. A new leaf machine has already been appropriated in the 2019 budget. The Public Works Superintendent is getting quotes for the purchase of a new machine. It should be delivered within a week once ordered.
- Republic Services reached out to the Village to ask that we re-iterate the list of unacceptable items as they had quite a mess of paint to clean up during the last recycling pick up.
Bob Day entered at 7:18pm.
Fiscal Officer Update by Denise Knecht:
- Denise presented the monthly credit card policy and statement for council and Mayor to review for September 2019.
Council Discussion:
Councilman Wallace updated council on Halloween festivities to be held on November 2nd. Village Trick or Treat will be from 5-6pm, Trunk or Treat to follow from 6-7, and costume judging will start at Town Hall at 7:30pm. Wallace believed to have all areas covered except for the passing out of prize money for costumes, and if anyone from the Village would be willing to volunteer to help they are welcome. Councilman Bob Day asked if they should come early for judging of trunks.
Council President Jason Gruver reminded everyone that through Republic Services, on the fourth Friday of the month a large item pickup is available to Village residents as part of our contract.
