Discussion: This MOU allows one Police Department to assist with law enforcement in another municipality in the event a significant number of officers become infected with the coronavirus. Other municipalities in the county will be agreeing to this MOU. Once the Resolution is approved by Council, Exhibit A will need to be signed by Chief Griffin. Chuck Wallace asked when this came about and Charles Butler reiterated this movement was driven by the county and is expected to be passed by all surrounding municipalities.

Discussion: HIPPA liability is always a concern, it is especially imperative at this time to treat any health information disclosed under the MOU with extreme confidentiality. Appropriate safeguards need to be created within the police/fire departments to limit the possibility of accidental disclosure of any protected health information.

Administrator Update by Zach Dohner:
- Colleen Hennessey, Clerk is going to draft a reminder notice for residents that have not paid or made contact with the office regarding utility payment.
- GPS module in traffic lights have caused an issue and were unable to sync. Electric Department is taking care of it.
- Water main replacement on West Hull St project was done today. Notice was sent last Friday via Alert86 to let residents know potential for loss of water service.
- Stauffer Drive water issue was repaired, Kip and water department will be taking closer look.
- Zach and Mayor Day have been closely following Governor Dewine’s daily briefings as COVID-19 continues uncertain path.
- Would like opinions on GoTo Meetings. If Council should continue to meet this way, there is a charge; Zach will contact customer service to discuss 90 day free trial for government entity instead of being charged monthly.
- Surveyors have been working at Laubach Drive; design phase will be complete June 15; bid dates are set for June 16-31 with construction dates being August 1-November 30.
Fiscal Officer Update by Denise Knecht:
- Credit Card Review for 3/16/2020 through 4/15/2020; Denise will have Bob sign since he is in the office frequently.
- Financial meeting on 4/16/20 went very well, and would like to meet quarterly to keep Council up to date and eliminate any surprises come budget season.
Council Discussion:
POLICE– Mayor Day stated at this time the Village will not be purchasing a new police cruiser, but will continue to maintain the cruisers we have. New uniforms have also been a topic of discussion as well as proper PPE. Excessive PPE expenses were not budgeted but are necessary due to the precautions related to COVID-19.
EDGERTON– Mayor Day commended Edgerton and informed Council how proud he was that we are rising above during these tough times. Bob was contacted by an individual that would like to help another family that has struggled with making their utility payment.
FINANCE COMMITTEE MEETING– Jason Gruver reported on the Finance Meeting held Thursday, April 16th. Gruver explained that Denise Knecht reviewed the end of 2019’s budget as well as the 1st quarter of 2020 with the committee and both were good reports. Currently the 2019 audit is still in progress but should be wrapping up soon. The impact of COVID-19 on utility collections and Village income taxes will be slightly more apparent after the next billing and collection cycle. Those incoming numbers and the bottom line will be important to keep an eye on so we can react appropriately. The Town Hall debt structure was also discussed, the committee will continue to talk about the options and if there will be any opportunity to refinance or apply for grant funding. The next finance committee meeting was scheduled for May 19th, 2020 at 5:00 pm.
WEBSITE- Council Member VanAusdale commented that the changes made so far the the Village website look good.
RULES COMMITTEE MEETING– Leslie VanAusdale started discussion by letting Council know that she had sent the proposed updated Employee Handbook for members to view. VanAusdale would like some feedback from other committee/council members. Mayor Day suggested the Handbook be sent to Mr. Butler to review. Leslie also asked Mr. Butler for his opinion on the language for 2 specific sections. The next rules committee meeting will be held April 30th @ 6pm. Hard copies with proposed changes were requested for all committee members. Denise asked Leslie if she planned to go over the approved handbook with employees, VanAusdale said she would love to.
STAUFFER DRIVE– VanAusdale asked if anyone with the Village was aware that the road was falling apart beyond the area that had recently been repaired due to a water line break. She inquired if the durapatcher would work for this situation. Zach assured Leslie he would have Kip Pahl and Tim Fitzcharles from the street department check the road out.
BRUSH CHIPPING– VanAusdale questioned if brush was being picked up at this time. Zach informed Council waste must be containerized in order to be picked up. There was an insert in the utility bills last month that explained the specifications for yard waste and brush chipping. Amanda Herman added at this time employees are having to work from separate trucks, and it has complicated brush pick up.
LARGE TRASH– Jason Gruver questioned if the Village was still on the schedule for large trash day May 9th with Republic Services. Zach told Council he hadn’t been informed that it would be cancelled, but he would reach out to Republic to confirm no changes have been made.
MOWING– Chuck Wallace asked if the Village has started mowing. He noticed some road ditches that could be cleaned up. Mayor Day responded he saw employees out today on the mowers. Zach added Keith Winebar recently communicated that there were still quite a few wet spots that were preventing mowing in certain areas at Miller Park.
POT HOLES– Wallace said he is aware of 4 or 5 pot holes that are in need of immediate attention. Zach responded that dealing with split crews and the current Hull St projects complicates regular day to day functions at this time. Zach asked Wallace if he could email the locations of pot holes needing repair so he could relay that information to Kip Pahl, Public Works Superintendent.
SUMMER RECREATION– In an effort to plan ahead, Wallace questioned if Keith Winebar has had an opportunity to work on the ball fields. He noticed the weeds were overgrown along the fencing and surrounding the concession stand. There is potential for Summer Recreation activity to resume between the middle of May and the first of June. Mayor Day asked if Summer Rec knew what summer activities were allowed and not allowed. Wallace explained the Association is still waiting to receive more information. Chuck added he thinks it will be a good idea to remove the bleachers from the ball fields to promote social distancing by not giving attendees an opportunity to sit next to each other.
UNGER STREET – Councilman Wallace requested information on obtaining a second quote for Unger Street resurfacing. Zach explained that he had it on his list to get with Kip to call M & M Asphalt for a quote.
Dean Thiel and Jackie Perry thanked the Finance and Rules committee members for their hard work and effort that was put in to meetings last week.
