Mayor Update by Robert Day:

  • Crews jumped into action bright & early this morning to work on the main break; had to break through reinforced area from Laubach project and it was a best-case scenario situation that was handled by noon. Everyone stepped in and did what needed to be done. Good job!
  • Denise Knecht celebrating 22 years with the Village! Employees that work from the ground up have a better understanding of how things work. Her work is much appreciated and she does a great job keeping everyone in line.

Administrator Update by Dawn Fitzcharles:

  • Denise makes the world go round. We couldn’t do what we do without her help.
  • Water main repair went very well, with the best outcome possible thanks to luck and skill. The fact that we continue to make investments in infrastructure helps us make it through these situations with minimal consequences. Great job team!
  • ODOT super helpful with traffic control today with break being at corner of US 6
  • With Council meeting change, we need to begin conversation regarding committee meetings to meet timeframes in order to have 3 readings of the budget; 2 finance committee meetings and 1 wage and compensation meeting, Dawn will send out doodle for everyone to input availability

Fiscal Officer Update by Denise Knecht:

  • July 2023 financials
  • Thank you for the recognition for the years of service, it’s been a great experience to serve the Village. I love all the people and that’s why I stay!

Police Chief Update by Ken Jacob:

  • First week went well, getting settled in and getting to know everyone; learning payroll practices and getting familiar with SSI. So far, so good!

Council Meeting Time & Place -3rd reading to pass and adopt; updated schedule available on O: drive and on table for media. Meeting change will begin with first Wednesday, September 6 at 5:30pm.

OPWC Mainlift station- Each year we make application to OPWC and have been successful in securing grant money and lower interest loans. The most recent project was the water treatment plant. Village Administrator Fitzcharles would like to nominate the main lift station rehabilitation. We have secured partial funding for and anticipate the project to go to construction in 2025.

A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE CONTRACTS AS REQUIRED

Contractor payments D & M Painting- We have received the contractor’s application for payment No 3/final for work performed on the Water Towers II Project in the amount of $229,911.00; $143,044.33 to be paid from encumbered purchase order by the Village and loan proceed amount of $86,866.67 from OWDA to be to D & M Painting Corporation. This amount is within $2,000 of original estimate. Council authorized the loan months ago through OWDA, which will be paid directly through the contractor. Once the project is closed out the contractor will release liens, and one year from completion date we will go through inspection with third party.

Council Discussion:

Pam Wampler received complaints about neighbor’s dog pooping in yard and would like to know if there is an ordinance regarding this issue. Fitzcharles informed the complainant has called in and the situation was addressed.

A resident living next to the railroad on Crane Street has a tree that needs to be looked at/taken down because it is unstable and leaning towards the house, but she is not sure if it’s on her property or railroad property. Dawn will take a look and asked for her contact information to be forwarded on to her.

Sharon Blinzler spoke with a resident that lives in the trailer park north of town and inquired if there is a place to go if a bad storm is expected. Typically, the TH3 gym is open to the public during bad weather.

Employment agreement extension: We would like to make the recommendation to extend Captain Krill’s employment agreement through Oct 16, 2023 to continue his support through the transition in the police department. Administration had communication with Chief Jacob regarding this matter and he agrees that Captain Krill is valuable resource during this period. Matt Krill entered after executive session.
