Mayor Update by Robert Day:

  • Mayor Day read his 2024 State of the Village

Administrator Update by Dawn Fitzcharles:

  • Large trash drop-off day will be April 13, 8a-12p; Edgerton Scrap Fund will be here as well
  • GIS project kicked off in Electric Department. This will add conductor routing, switch locations, transformer locations and sizes, fuses, locations of miscellaneous equipment to GIS mapping. Right now, the only facilities we have on map are electric poles. We have partnered with Williams County Engineers office and should be completed within 4-6 weeks.
  • Water treatment plant project-Kleinfelder survey department took graphic survey as well as 3D scanning; surveyed 50 ft wide path over existing water lines to wells and 3D scanning of interior and exterior of the WTP. Information will be used in GIS system.
  • We have submitted additional applications for funding of the WTP, main lift station, Community Center, and demolition of shelter house at Miller Park. Pleasantly surprised how quickly we have been able to get projects started for 2024.
  • 2023 projects – a few items left to complete when the weather breaks; radar signs by Gerhart, scoreboards, cabinets at the concession stand

Fiscal Officer Update by Denise Knecht:

  • Credit card policy 12/16/23-01/15/24
  • Working diligently to complete W-2’s, 1099’s, and year end for 2023

PD reclassification: Ken Jacob has completed 6-month probationary period. Per Jacob’s employment agreement he is now eligible for an additional based salary based on recommendation of the mayor. Jacob has successfully secured grant funding, brought new officers on board and has served the community with the utmost professionalism. Mayor Day made the recommendation to approve the reclassification to regular full-time police chief while recognizing his exceptional performance and valuable contribution to the police department. Mayor Day is confident Chief Jacob will continue to excel in his role and serve as an asset to our community along with K9 Ruin.

FD Junior Firefighters: Matthew Sinclair and Shaun Murphy- Council’s authorization of the 2024 budget allowed for the creation of junior firefighter program that pays $300/year paid out monthly. This program is for individuals that are interested in the program but have not yet graduated high school. They have the ability to go and learn all about the department. Robert Adkins added that the goal of the program is primarily recruitment. The thought is to get in to the schools and get kids interested. He also added there is a 3rd application out and he is meeting with another potential applicant this evening.

Natureworks Grant agreement for Miller Park Disc Golf Course: We have submitted the application and have had multiple discussions about this project during the budget process. Now we are looking for formal approval of the Natureworks agreement that will allow us to move forward on purchasing supplies and materials, working with engineers’ office to mark out locations. We are hopeful this is something that our crew can install.

ODD Brownfield payment: We need to accept the revenue from the ODD and issue the payment invoice to August Mack for the Edgerton Metals Brownfield remediation project. We receive reports and invoices, submit to ODD, ODD signs off on transaction and sends the money, we then pay August Mack.

ODOT-LET project: LPA Federal ODOT-LET project agreement for Edgerton Pedestrian Improvement project- Administrator Fitzcharles reported that this is a joint project with ODOT. National Highway Administration designated ODOT as the Ohio agency to administer federal funding programs. A portion of this project is paid for by carbon reduction funds. Section 5501.03D of ORC states that ODOT may coordinate activities and enter into contracts with other appropriate public authorities to administer design, qualification of bidders, competitive bid letting, construction, inspection, and acceptance of any projects administered by ODOT provided the administration of such is performed in accordance with federal and state laws and regulations with oversight by ODOT.  The project in the Village of Edgerton is to construct pedestrian safety and connectivity improvements which includes new sidewalks, curb ramps, crosswalks, pavement markings, pedestrian railroad crossing protection and pedestrian crossing beacons at various streets in the Village. The total estimated cost of the project is $3,245,112.00. ODOT shall provide 90% of the eligible cost up to max of $1,500,000 in federal safety funds and 100% of eligible cost up to maximum of $1,385,490 in federal carbon reduction funds. The maximum amounts reflect the funding limits of the project set forth by the program managers and costs beyond the stated maximums will be the responsibility of the LPA. We have $2,885,490 in grant funds towards the estimated $3,245,112 cost of the project. Potential exposure of $360,611.00. We for sure know we will pay $26,000 in 2024 for design. The remaining amounts depend on construction costs that we don’t know and we won’t know until 2026 at minimum. Fitzcharles anticipates that costs will actually be less. These estimates are from when pricing was extremely high.

Supplement: We received a 2024 MARCs grant in the amount of $1,080.00 from the Ohio Department of Commerce, Division of the State Fire Marshal. The award is specific to the monthly access fees that we have to pay. This Ordinance also includes a donation to the Police Department for the purchase of Police Department Class A uniforms.

Council Discussion:

Mayor Day would like to remind the public that every 4th Friday of the month our contract with Republic Services allows for ONE large item to be disposed of. That’s a chance for 12 large items to be gotten rid of throughout the year.

Council members Pam Wampler and Sharon Blinzler commended the Village crews that cleaned up the roads during the snow fall this past weekend/week. They did a great job.
