Administrator Fitzcharles introduced Scott Cheek as our new part-time Village general laborer. Scott is fitting in well with the team and we are excited to have him on board. Scott thanked Council for the opportunity.

Administrator Update by Dawn Fitzcharles:

  • Completed required Ohio EPA PWS (Public Water System) 3-year survey and site visit; 2 minor violations that can be easily corrected with an electrician; personally encouraged by letter of recommendations that will help guide us for future capital plans; no violations on handling of water main breaks

Fiscal Officer Update by Denise Knecht:

  • June 2022 financials
  • FY 20/21 audit is complete with no instances! Fitzcharles interjected to congratulate Denise on a fantastic job done for the audit.

Discussion- Part-time seasonal hire: Council approved advertisement of part-time seasonal utility clerk to cover temporary changes within the office. Fitzcharles is recommending to Council the hire of Lilly Halter. Lilly has 3 years of experience in accounting and has successfully filled two temporary positions in administration offices. She has the experience we are looking for and has agreed to fill the temporary position through December 2022. This position starts at $15.48.

Discussion- Municipal Energy Services Agency: Municipal Energy Services Agency (“MESA”), is a joint venture organized by participating AMP municipalities that provides professional services to participating members. MESA can make available to our Municipality, and to other similarly situated municipalities, qualified personnel who can provide certain services, related to Municipality’s electric utility system.

Discussion- Laubach Dr change order: The change orders include downtime of personnel associated with watermain break and days of testing, borrowing of supplies to repair the watermain and owing for parts, re-pavement and repair to North West Street, contractual decrease for true up of final installed qualities. Final amount to be paid is $79, 484.69 less OPWC payment of $5,400.00. Wallace questioned if there had been a walk through or if they still had to come back. Fitzcharles informed Council there is still some restorative work to be completed but the significant pieces have been addressed and taken care of.

Discussion- Solar energy: 3rd reading This is the final reading. Will authorize the ability to inquire about a purchase power agreement for an in front of the meter solar project with AMP. Price will not exceed $45/megawatt for energy capacity and environmental attributes. This is strictly to proclaim interest in the opportunity in order to finalize price.

Council discussion-

Downtown Park Trash Cans– with all of the upgrades at the down town park we should consider removing the blue dumpsters and respacing them with some better-looking trash receptacles.

Wallace reported that all ball is done in town but still practicing for All-Star’s through July 17th. The speed bumps can be removed.

An entity has come to quote new score boards to replace the current and add one to the other field. We should have the numbers sometime next week.

Playground equipment at Gerhart Park – Installation of equipment is slated for August/September. We also have some plans for improved parking but we wanted to put in the playground equipment first. Parking is an issue there. People attending games park on residential property. The parking piece will probably not be done until late fall or early spring. Parking is permitted as long as the vehicle is not parked for over 24 hours.

Home Town Hero Banners – The last order of banners has been delivered and they are ready to be installed.

Hull Street Tree – One of the newly planted trees on Hall Street does not look well.
