Mayor Update by Robert Day:

  • Weclome The Bryan Times newest reporter, Olivia Hennessey

Administrator Update by Dawn Fitzcharles:

  • Chamber would like head count of Council members interested in being in parade on July 22
  • Reminder of Finance Committee meeting on July 13 @ 7AM to go over upcoming infrastructure projects
  • Industrial Tower work is complete, currently working on downtown riveted tower slated to be complete by end of August
  • Edgerton Metals Remediation site work to begin July 10, 27 added wells to be used as sampling sites to collect data required by ODD and EPA
  • US 6 and SR 49 railroad crossing– received noticed work will begin on July 10; will place rail, rubber and asphalt and hope to be complete between July 24-28
  • Homecoming crews briefed on festivities, we’re in a good place as far as preparation
  • Utility bill analysis completed in 2021, have initiated again to have good comparison to other communities in the state
  • July 18th Council meeting there will be a member from health insurance consortium Northern Buckeye Health Plan here to present 2024 anticipated premiums
  • Putting it out there the August 1st meeting will be a challenge to prepare for and attend; giving heads up the request to consider rescheduling the date is possible

Fiscal Officer Update by Denise Knecht:

  • Resolution #2023-009, passed by Council on 6/6/2023, accepting the amounts rates as determined by the budget commission and authorizing the necessary tax levies was filed with the County Auditor on 06/22/2023 well before the Oct 1st deadline
  • Credit card statement from May was missed due to reschedule of meeting, please review and sign by Council president
  • Financials – June 2023 has been reconciled and closed out, please sign email that went out earlier today

Public Safety Committee report- Chair Lance Bowsher reported there was a lot of great info about upcoming SRTS project shared & still a lot more to come. This project is huge and will involve most of the town. Fitzcharles added the advertisement searching for a consultant design went out today with letters of interest due on July 31st. Councilman Wallace stated he has been approached by many residents wanting to know where sidewalks are being placed. Fitzcharles explained at this point it is only a conceptual plan without specific or exact locations of anything yet. There will be many pubic meetings coming for this type of discussion.

Reclassify street/park employee- Nick Lloyd is eligible for removal from probation. Nick has perfect attendance, gets along well within and through all departments, learns new tasks with ease, a true benefit to the team. Nick is currently working on some electrical upgrades at both the water fill station and lift stations. Lloyd’s critical thinking has provided us with some long-term solutions.

OPWC- This motion allows Village Administrator to execute agreement for Water Treatment Plant Improvements. Last year council approved applying through state capital improvement program for Water treatment plant upgrades. We have received official agreement that we are funded with combination of $275,000 with estimated up to amount of $137,500 low interest loan. Once grant agreement executed, amount of grant expended first and loan amount will be drawn for disbursing remaining OPWC applications once funding is complete. This funding source provides estimated 60.5% of total project cost of $681,490. Project must begin within 1 year of July 1, 2023 and completed by December 31, 2025 with possibility of extending if necessary. Have worked with OPWC before, believes the time frame is attainable. Conversation has already started on what items should be taken care of first. The items applied for were items identified in study by Roger Baker. That study and recommendations assisted us in receiving this funding. Gruver commented that some of the smaller steps in the study have already been completed.

LifeWise Academy- We have allowed our facility/rooms to be utilized by local nonprofit entities. We have a proposed agreement from LifeWise Academy to rent a room upstairs to bring over Edgerton elementary students during school year for 30-45 minutes. The goal is to have a classroom ready to go by the start of next school year, but could potentially be later. The board of directors is made up of community members and individuals from several local churches. This proposal is identical to other agreements that have been executed with other entities using our facility.

Council Discussion:

Councilman Wallace asked if the weeds are going to be taken care of at Edgerton Metals project. Fitzcharles stated that we will not be spraying chemicals. It will get better but it will be a challenge to keep weeds taken care of until the project is complete in its entirety.

Wallace also received a message that ball games are completed at Gerhart so speedbumps can come up. Dawn informed that there are other safety measures she is exploring due to the positive comments she has received from the ODOT funded solar slow down signs at North and South entrances of town.
