Spring Sports Teams Recognition– Mayor Day announced, with us tonight we have some local athletes. To the Bulldog Baseball, Softball and Track Teams, players and coaches, “with hard work accomplishments always follows” The Edgerton High School Spring Sports Teams have experienced a historic run over a short two-week period and deserve recognition for their dedication, hard work and accomplishments. The Baseball had an awesome season making it to District finals. Mayor Day recognized the teammates present and congratulated them on a great tournament run. The softball team made it to District finals as well. Softball Coach Caryer commended her team on an amazing season, how they never gave up, their excitement for the game and all playing to their capabilities. This was a very special team, a true team top to bottom! Superintendent Riehle gave a shout out to these class-act Edgerton athletes and how they represent the district and community well. This a tribute to our school, community and families. He congratulated Carter Herman for his work at the state level. Congrats all of Bulldog Nation! Mayor Day noted that the Track team regional qualifiers could not be with us this evening; Charlotte Blalock, Heidi Meyer, Dakota Burke, Caden Sinclair, Owen Roth, Gretchen Keppeler and Carter Herman with Carter competing at State and placing 5th in 110-meter hurdles and 3rd in the 300-meter hurdles. He will be back next year. Many of these young athletes on all teams will be returning next year.

Mayor Update by Robert Day:

  • Mayor read a card of appreciation from Council Member Lance Bowsher for the get-well gift and support.

Administrator Update by Dawn Fitzcharles:

  • State Bank Customer Appreciation Day is June 28th from 11am- 1pm; Food Truck will be serving the community free hotdogs and hamburgers downtown next to fire hall
  • Homecoming Event flyers and parade registration forms from the Chamber are available
  • New Strom Siren to be installed – Federal Signal works with the Federal Civil Defense Guide. They assisted us with determining the correct type of system needed for Edgerton as well as the best location which is the Town Hall. The siren purchased exceeds the minimum required coverage area. With this updated technology we will only need one siren. This one system will replace the current five sirens that we have in various locations around town. The others will be phased out over time. The installation of the new siren will be happening in the next few weeks. It’s important to understand that the purpose of a storm siren is to alert the public when they are outdoors.
  • ODOT salt contract price is the same as previous year at $61.24/ton
  • Public Safety Committee Meeting June 29th 7am to discuss pedestrian infrastructure safety projects; members are Bowsher, Blinzler and VanAusdale
  • Finance Committee Meeting July 13th 7am to discuss pedestrian infrastructure projects and schedules; members are Gruver, Wallace and Bowsher
  • With the necessity of an administrative multi passenger vehicle to be used for all ongoing projects, during business hours and afterhours calls, Village tours with elected official and State agencies, site developers, etc. Some quotes were obtained from local area dealers. Both new (state pricing) and used car markets are being explored. Quotes received are for Chevy Traverse and Ford Explorer. We would like Council to consider giving authorization to purchase an up to, not to exceed amount as the market is very competitive and vehicles move quickly. Council Member Wallace encouraged the Administrator to look at full-size vehicles (Expedition, Suburban, Yukon etc.) at State pricing for the additional space. Council Member VanAusdale agreed with space issue and looking at full-size vehicle. The vehicle will be paid for over multiple departments. After discussion it was recommended and motioned by Gruver to allow for a vehicle purchase and to not exceed state pricing for up to a full size vehicle.

Fiscal Officer Update by Denise Knecht:

  • Ohio Ethics Law Seminar available to public officials and employees July 11th @ 10-11am at the City of Bryan police & fire complex
  • Credit card policy 05/16/23-06/15/23-review and sign
  • Reminder next council meeting is to be held Wednesday, July 5th 7:00PM

Water Towers Contractor payment No 1: Per the contract, payment is due to the contractor. The pay application represents the work on the Industrial Water Tower and the work authorized up to change order #2. On Saturday 6/17 the Industrial Water Tower passed inspection and was brought online. The downtown water tower was taken out of service and the rehabilitation work has begun. We are hoping that the project will be complete by the end of July. Administrator showed some before and after pictures of the project to date. Nelson Tank is our inspector for the project. The environment of the inside and outside of the bowl looks like new condition. The completion of this rehabilitation will allow us to provide safe and reliable water to our community for the next 30 to 40 years. One year from completion will be a full inspection.

Water Towers 2 Project Change Order #4: Items covered with this change order include $860.00 for the industrial removal of obsolete brackets, $5,200.00 adding manway riser and increase the size of the hatch, $5,865 logo revision to increase size of lettering on industrial tank and $2,500.00 removal of obsolete brackets on riveted tank. Contract total to date $661,525.00. As a rule of thumb, the Engineers advise municipalities to plan for 15% in contingencies. We are well under that at an increase of 2.5% of the original contract price to date. The scale on the design of the lettering on the riveted tank size was questioned by Councilman Gruver. Mayor Day stated that an artist is painting this design and we can lean on the artist to have input at that time. Mayor said the industrial drive tower looks awesome after the adjustment and would like to see us putting lights up there some day. Bowsher voiced his concerns about not being able to read the industrial tank lettering. It’s not the design. It’s too small to read. Council Member VanAusdale has received comments as well and feels its Councils job to ask the questions. She is frustrated with the amount spent for change orders to correct the scale of the logo design but we learn, we fix it and move forward.

Ohio Department of Development Brownfield Remediation Project Edgerton Revitalization DEV-2022-193553: We successfully submitted our first payment request to ODD and received the funds via bank direct deposit on June 16, 2023. We previously appropriated the revenue and expense for this project. The request for this motion allows for transparency and can be used for tracking purposes.

ODOT funding TAP/SRTS/SHIP: Next, we would like to approve a request for a proposal for a consultant for the ODOT funding received. We are going to put this project through with a District II ODOT project where portions of project will be under our design and portions of the remaining project will be under ODOT’s design. The project includes the construction of one pedestrian hybrid beacon, three rapid rectangular flashing beacons, railroad crossing enhancements, approximately 25,800 linear feet of sidewalk, bump outs and curb ramp installations and/or repairs associated with sidewalks for 19 intersections, two traffic signal improvements/modifications, and also additional infrastructure in and around the school. This LPA project will be performed alongside the ODOT resurfacing project along State Route 49. We submitted for three funding sources and received four. In order to marry the funding, we received with the ODOT project we will be working on a pretty tight time frame. We need permission to request proposals for professional engineers to be the Village of Edgerton’s representative. We have required templates from ODOT to use for advertisement. Dawn provided a conceptual plan provided in order to submit application. Initially we submitted an application with multiple phases but what happened is all were funded. We are asking for permission to advertise for request for proposals. The posting date could be as soon as Friday with responses due on July 14th and work expected to commence on Sept 15th.ODOT has agreed to take over some parts that we submitted as part of their project.

Council Discussion:

Council Member Blinzler reported receiving calls from concerned citizens regarding a couple of matters. First, she heard that trash that has been accumulating on a large trailer in the back of the property located at 313 Lutterbein Street. She received complaints from community members with concerns of the stench or the trash and wild rodents and animals that it would attract as well as complaints of vehicles including a bus and tractor parked at the residence. The next concern was multiple cars parked in the roadway at a residence in Westlake Drive daily creating a problem. Mayor Day suggested that anytime we received calls like this please call the office.

Council Member VanAusdale has heard really good things about the food trucks and music coming to town on Mondays. Good job for bringing them.

Council Member Wallace questioned the electrical work on the Downtown pavilion. It’s the completion of work that began at the end of 2022. He also suggested moving the food trucks down to the East toward the pavilion for better seating.
