Administrator Update by Dawn Fitzcharles:

  • Reminder the office will be closed Friday, March 29th for Good Friday
  • 1st food truck Monday of the season will be Monday, March 25

Fiscal Officer Update by Denise Knecht:

  • Credit card review 02.16.24-03.15.24; Quarterly review due as well
  • Eric Jesse from Auditor’s office has been on site starting on 2-year audit, should be completed by end of April

Tree commission update:

Mayor Day reported the Tree Commission met last Wednesday and the main topic of conversation were the sweet gum drop spike seeds. There have been multiple complaints and requests to have them cut down. Mayor Day has reached out to a few organizations to assist with clean up for senior citizens. There are a few potential options to get these trees taken care of but still need to do some homework to come up with the best option. Also discussed areas to plant trees in our community. Arbor Day will be the last Friday in April and we are looking for suggestions of memorial trees to be planted. 2 suggestions so far are Stevie Kimpel and Doris Shoup. There is a seedling project which would consist of distributing seedling trees to students on Earth Day. The last thing is that we are looking to bring an Arborist on board. Fitzcharles stated that adding an arborist to our team would allow us to have access to specific tree information through a GIS layer which would provide the kind of tree, where they are located, condition, maturity, diseases, notes, etc. This will also allow us to easily identify bare spots. Dawn also added that Arbor Day will be April 26th.

ODD Brownfield payment: We need to accept the revenue from the ODD and issue the payment invoice to August Mack for the Edgerton Metals Brownfield remediation project. We receive reports and invoices, submit to ODD, ODD signs off on transaction and sends the money, we then pay August Mack. The process is going well so far.

  • Motion to approve revenue receipt from Ohio Department of Development and issue payment for invoice #80770 to August Mack Environmental in the amount of $73,574.64 for the Edgerton Metals Brownfield Remediation Project (Edgerton Revitalization DEV-2022-193553) for project invoices through February 18, 2024:

Council Discussion:

VanAusdale brought up topic of Town Hall North parking lot. She has heard multiple conversations and instances of how messy and confusing the parking situation can be. This building receives a lot of use and Leslie believes it needs to be talked about. Bowsher added that getting the parking lot taken care of has been a long time coming. He feels it is a tangible item that he can see us spending money on. “Way past due, in my opinion.” Jason Gruver stated there are some paving projects coming up so maybe we can work it in with the other projects to help save money. It makes sense to investigate what our options are. Between winter basketball gym use and spring/summer softball, there’s a lot going on at this location and it’s time to be looked at. Fitzcharles input that it has been quoted a couple times, last time was between 100-150 thousand dollars  with a portion of it still needing to be evaluated by an engineer due to elevation changes and the entrance. Because of the estimated cost it would have to be a competitive bid. Mayor Day believes there are some partnerships and resources that he feels would contribute to the funding. Wallace wants to get a quote for chip & seal. This could be a phased project. Gruver questioned the recommendations of the building assessment that was done a couple of years ago. It may make sense to look at the items that we know need addressed so we can prioritize and start tackling things or develop a master plan with an intelligent approach. After some more discussion, Dawn confirmed that Council would like her to obtain a quote from an engineer’s office to improve the Town Hall North parking lot.

Gruver thinks it is a great idea to bring an Arborist on board to give the Tree Commission some guidance. This will help develop a master plan.

Gruver has heard a lot of discussion from community members about the yellow flags all over town that have been placed to locate utilities. Fitzcharles informed that utilities are being located to determine the best side of the road for sidewalks for the SRTS project. This is the predesign phase, no decisions have been made and there will be lots of public meetings held. It is a very long ongoing process.

Wallace asked who is in charge of the property at the end of Gerhart St where the road dead ends by the ball diamond. Kids were swimming in the low spot of parking area. It is the school’s property and responsibility to maintain; Dawn will send a message.

Wallace also questioned intentions of small garage out back because the roof is in bad shape. We either need to put some money in to it to repair the roof or it needs to be taken down. Dawn stated there are other spaces in this facility that can be used to store the equipment that the shed holds.
