Mayor Day didn’t have any items to report since we just met last week so we will move right into the Administrator’s report.

Administrator Update by Dawn Fitzcharles:

  • Bulk of Administrator report will be action items later on in the meeting
  • Many Capital Projects have started off at the same time; Catch Basin repair in front of the library, new sewer service on Clarksville Road, working with ODOT on an upcoming project, along with all of the other projects already active
  • The Police Department continues to work on issue of inoperable or unlicensed vehicles in the Village
  • We are aware of complaints of ATV’s being used in town. This issue is being addressed.

Reminder: Village Administrator Fitzcharles recapped that the trenches on Clarksville Road and in front of the library will be filled in with stone temporarily to allow for the ground to settle before final work is completed. It is included in our paving package with Bryan Excavating later on. The Street Department is keeping a close eye on both areas.

TAFT letter of Engagement – A Grant Agreement has been executed by the Village and the Ohio Department of Development. The Village will take over the remediation of the site. Taft is being engaged by the Village to assist us in the remediating site in accordance with the Directors Final Findings & Orders, in dealing with OEPA as the remediation takes place, and in dealing with Ohio Department of Development. We may withdraw from this representation at any time for any reason, upon written notice to Taft. We would like to engage them as our environmental attorney. Mr Walker added that all fees will be paid by Edgerton Acquisition. No cost to Village.

August Mack Letter of Engagement– The next item on the agenda is to approve a Letter of Engagement with August Mack to assist the Village of Edgerton with implementation of the Brownfield Remediation Grant and act as our environmental consultant. We accepted public requests for proposals through April 26th. We would like to make the recommendation for August Mack Environmental, Inc environmental consultant representing the Village of Edgerton for the successful implementation of the Brownfield Grant which is a reimbursement-based program. The budgetary total for this project is $3,987,500.00 funded by ODD Brownfield Grant. Funds were appropriated last meeting. This takes it one step further and places the former Edgerton Metals site under contract to move the project forward.

Water Tower Change Order #3- Water Tower Project has commenced. Crews will be on site every day with the exception of every other weekend. So far, the project is going well. Crews have removed the grease from inside the industrial tower. That part passed inspection and they started sandblasting the inside of the tower today. We are very pleased with the progress. The contractor has asked for a change in the substantial completion date of 7/1 and a final date of 8/1 to complete both towers. The crews got started a few weeks later than anticipated due to weather and schedule.

Administrative Assistant Intern hire- Our current intern Hayley Kimpel, will be leaving May 17, 2023. We have received an application and would like to request the consideration of hiring candidate Sadie Walther for the summer intern program estimated to begin June 12, 2023. Sadie will be graduating from Edgerton High School this year and will be starting her college career at The University of Toledo this fall to study Human Resources Management. She has held 2 jobs locally and is looking for an opportunity to advance her skills in the office. We could use Sadie’s assistance in our office to complete filing, general computer work, records retention projects, and preparation for next year.

Ohio Bureau of Worker’s Compensation Safety Intervention Grant- We received notification at the end of last week that our application for the Ohio BWC Safety Intervention Grant was approved. We will be receiving $13,087.50 toward the cost of a truck power liftgate and a 5-inch hose power roll and rack set. These two power items will replace some of the manual physical labor associated with these tasks to reduce and prevent possible injury. Both items will be used by the Fire Department. The liftgate can be used by the Street, Water and Sewer Department to lift heavy equipment and yard waste containers as well.  We would like to accept the grant and appropriate the funds. This is a 3/1 grant. The total cost of equipment is $17,450.00. The Ohio BWC grant is for $13,087.50 and the Village is responsible for $4,362.50 for this upgrade. Council Member VanAusdale commended us for finding the grant and made the motion.

Nature works Grant application- Last year we applied for and were funded for ADA Bench and Seating Project through this Nature Works grant. In the 2023 Park Capital Budget we have plans for a disc golf course. According to the criteria and our grant consultant, disc golf appears to be a good project to submit for funding. It is necessary to approve this resolution to apply.

Council Discussion:

Chamber Homecoming Events will be announced soon!

Wampler – very proud of Street Department for their hard work. It’s appreciated.

Bowsher – has a medical issue but intends to be present at the June 6th meeting.

Blinzler – questioned what we were doing on the downtown street with a group. VA reminded that we are working with ODOT on a future project.

Blinzler – questioned why are there big uniform squares of grass removed at Gerhart Park Playground? VA reported that this is where the benches will be installed.

Wallace – Need a sign at Gerhart Park for no parking on the driveway. People are blocking the drive.  He is also checking on netting at Gerhart as three homeruns were hit into the playground area. He will provide more information at the next meeting.

Wallace- are we going to finish downtown pavilion? Mayor has a group that is going to reroof and finish the pavilion.

Wallace – Would it make more sense to move food trucks down by pavilion? Electrical requirements for vendors are an issue and at some of the events we will have live music at bandstand.

Wallace – Annual Tree City USA luncheon/awards was yesterday in Wauseon. Chuck attended. He will present the information at the next meeting.
