Communication, Petitions and Claims of Public

Mayor’s Report

  • Revisit Halloween schedule: both Downtown Trunk or Treat and Door to Door set for Saturday, October 29th from 5-6 p.m.
  • Shout-out to Williams County Engineering Department for providing man power and equipment to get the “beautification process” started along W. Vine Street

Administrator Update by Dawn Fitzcharles:

  • Able to get some paving done this year. Contractor will be in town 10/19/22 to start milling. Areas of work will be W. Hull St., between West and Elm, East River St. between Daniel and Ash. Also work on an underdrain problem on Maple Lane. Last area is a severely deteriorated area on Railroad Street
  • Received a report of water bubbling up on the side of the road; was a break in a water service line on Sargent Street. Crew was able to completely and successfully repair the line without impacting a large amount of people. VA advised residents to “let us know when putting in a concrete driveway so a water meter pit can be moved out the of way. Jeremy from the Electric crew helped with this repair which helped with cross-training between the crews
  • Did a walk-thru on Oak Street Sidewalk Project. Seeding completed. Project has a 1-year warranty from the substantial completion date. Trees still need to be planted.
  • Councilman Wampler said she was very pleased with the way the area looks and she stated the contractors were very accommodating.
  • VA was asked why local contractors were not utilized for the project. This project was above a threshold set by the state therefore bids were required. No bids were submitted by local contractors
  • CRA presentation will be rescheduled due to absent Council Members

Fiscal Officer Update by Denise Knecht:

  • Credit Card Review-15.22-10.16.22 – in absence of Council Pro-temp, Mayor Day will approve
  • Utility billing software update: working on an upgrade with Software Solutions. VIP, same module as payroll and accounting system currently using which should make the office more efficient. Target date is end of November for bills due on December 10th.
  • Councilman Gruver asked a question about (2) two invoices; 1) Edgerton High School which was for an ad being placed in the yearbook for the internship program 2) Louie’s Home Repair – picnic tables for the Police Shooting Range

TO APPROVE THE EXECUTION OF AN EFFICIENCY SMART SCHEDULE WITH AMERICAN MUNICIPAL POWER, INC.

Discussion: This will be Edgerton’s 4th cycle of participation and is for a 3-year term if approved. Energy Efficient Project provides rebates, discounts for residents, energy and lighting audits, smart thermostat program, light bulb sales at Village Market 99 cents. Also bringing back a rebate recycling program for old appliances.

VILLAGE OF EDGERTON ORDINANCE NO. 1110
AN ORDINANCE RESCINDING “RIDER A” ADOPTED PURSUANT TO ORDINANCE 1106, AND REESTABLISHING “RIDER A” ADOPTED PURSUANT TO ORDINANCE 1051 AND DECLARING IT AN EMERGENCY 

Discussion: This is in regards to freezing the power cost adder on utility bills based on the electric transmission outage in June as a result of storms resulting in an increase in the Village’s average power supply costs.  The power supply cost has been recovered so it’s time to return to the previous formula of calculation.

Council Discussion:

Building Assessment – Dawn has an electronic copy to circulate to members.

Storm sewer rates have been discussed regarding the adjustment of rate based on impervious surface area, no contract yet but Dawn is looking into a couple engineering firms to complete the study. The first discussion of the annual rate review of water, sewer, storm sewer and electric rates with John Courtney began last week – no changes are expected.

Council woman Wampler asked where the funds were allocated after the Police auction. VA explained the funds were received into the permanent improvement fund per the ORC.

Property on Oak Street half torn down – additional dumpsters are being secured and the demolition should be completed by the end of the year.

A letter of resignation was received from Melanie Kaiser for last day of work as October 28, 2022. Melanie has fulfilled her seasonal employment with us. Her experience in government operations has been very helpful and valuable. The team has taken her in and enjoyed her presence. We will be holding a thank you luncheon on the 28th to celebrate Melanie.
