Kermit Riehle, Edgerton Local Schools Superintendent – Mayor Bowsher welcomed Mr. Kermit Riehle and gave him the floor. Kermit touched on several areas in regards to Edgerton Local Schools. Highlights included the verbal introduction of the new Vice Principal Brett Greiser, the “Leader In Me Initiative”, student involvement, new school signage, an energy optimizer’s update and an update on the School’s Capital Campaign. Kermit thanked the Village Council and Mayor for the opportunity to speak, and asked if there were any questions. With no questions, Mayor Lance Bowsher thanked Mr. Riehle for the update.

Heather Koerner, Resident Zoning Request – Heather Koerner was not present at the Council Meeting. Therefore, this item was not brought forth to discuss.

Fiscal Officer Denise Knecht said that she would like a formal motion to allow for continuation of annual audit through the Auditor of State’s Office. There was conversation held discussing the benefits of having an annual audit as compared to a bi-annually audit. Council Member felt that remaining on a schedule annually would be good for forward progress.

Administrator Update by Zach Dohner:

  1. Business Alley West OPWC Application: The application for the project has been submitted. Council will be updated as more information is available.
  2. East and West Hull Street Projects: The bidding dates for the projects are 10/16/19 and 10/23/19. The bid opening date will be 10/31/19 at noon with location to be determined at either Poggemeyer’ office or the Village Town Hall.
  3. RCAP: Zach, Denise, and Kip met with an RCAP Sr. Rural Development Specialist in regards to their program/services. RCAP, which is the Rural Community Assistance Partnership, has the potential to assist with a GIS Program, the Lift Stations and Water Towers. Zach will keep Council updated as he looks further into RCAP and how the program may be an avenue for assistance.
  4. Halloween Date: There was conversation about changing the location and/or times for trick-or-treat and the costume contest. Parkview stated that they would be willing to assist, but due to the potential crowd there was concern about the availability of enough space. It was agreed that this may not be the best idea. Councilman Wallace recommended that the Town Hall Gym be utilized for the Halloween event and he suggested that this should be a project that the Council and Village employees bring together. At this time, the pending date and time discussed was Saturday, November 2nd from 5pm-7pm for trick or treating with festivities at the Town Hall Gymnasium beginning at 7:30pm. The TH3 Gym schedule showed that there is an event schedule for that day. Zach will reach out to the individual on the schedule and check into the availability of using the gym for the evening hours and respond to Council.

Fiscal Officer Update by Denise Knecht:

  • The August Bank Reconciliation was competed today 9/3 and our account period has been moved forward to September. All of the Financial Reports are not yet reviewed and completed but Council can expect and email within the next few days.
  • The 2018 Annual Audit has been finalized and is available on the AOS website.

Council Discussion: Councilman Dean Thiel asked Village Administrator Zach Dohner for an update on the SCADA System. Zach explained that since the quotes came back relatively higher than expected from all parties involved, that SCADA would have to be taken out to bid. Zach hopes that late this year or early next year, the Village will be able to bid the Lift Station(s) Improvements along with SCADA utilizing grant funding. Councilman Bob Day questioned the progress of the destruction of a trailer on the property the Village purchased on Crane Street, wanting to make sure this had not slipped through the cracks. Councilman Chuck Wallace began discussion regarding a resident that had reached out to him concerning a situation with the relocation of a meter pit located on their property. After discussion between Chuck, Lance and Zach, the consensus was made that the Village was already working with the property owner, and the Mayor was going to communicate with the property owner further the next day.
