Mayor Update by Robert Day:

  • Halloween Trick or Treat will be held on Tuesday, October 31st from 5-7pm & Trunk or Treat in front of Village Hall from 5:30-6:30pm

Administrator Update by Dawn Fitzcharles:

  • Finance Committee meeting to be held Friday, September 15 @ 7am – verified after the meeting
  • Wage & Compensation Committee meeting to be held Wednesday, October 4 @ 4pm – verified after the meeting
  • Continue to work through project process with ODOT for pedestrian infrastructure project and ODD & Ohio EPA for Brownfield remediation project; both projects currently meeting projected timelines; quarterly report provided as well as additional work plans; all work plans from this point on have to be approved by Ohio EPA; anticipate crews to be on site to excavate & start physical work after first week in October
  • Received grant agreement from H2Ohio and made purchase for equipment funded today
  • BWC safety grant almost complete- FD received hose reel and lift gate been installed on truck; hope to close out soon
  • Narcan scheduled training @ TH3 on September 20 @ 2pm; working through purchase process with OSU, each Edgerton vehicle will have 2 kits available
  • Natureworks grant ADA seating project being worked on at Gerhart; hope to submit for reimbursement to close out grant in next 2 weeks
  • PEP+ grant successfully funded for one solar flashing stop sign near school
  • OPWC grant application for main lift station due on Friday, having district meeting in coming weeks and will bring more to report once complete
  • Received letter from Mr Walker that he is requesting VOE not renew his contract as Law Director; will continue through December 2023 and assist during transition; Fitzcharles stated we are definitely sad to see him go!

Fiscal Officer Update by Denise Knecht:

  • Credit card review 07/16-08/15
  • August 2023 financials -August closed out & emailed to Council September 1
  • Core work being done on 2024 Budget

 

K9 Officer Ruin: K9 Ruin up for recertification in October, would like to bring Ruin on with handler Chief Jacob, believe will be a good asset to the K9/ Edgerton program.

Intern Hire: Since 2022, we’ve worked with Edgerton Schools & Chase McClellan for intern program. Presenting 2 interns, Carter Herman & Dakota Burke to work with the public works departments 1-3 hours a day to complete tasks that we are unable to get to.

PD hire: Kyle Esckilsen considered for part-time patrolman at proposed rate of pay $17.81. Kyle was previously employed by Williams County Sheriff Office from 2019-2023 as a Deputy Sheriff, lives in the area and Chief believes Kyle will be a great fit for our PD. Chief Jacob expects him to fulfill more than mandated 4-hour shift per month requirement, likely closer to allotted 29 hour/week part-time max.

Advertise part-time position: One current general laborer position budgeted, can work up to 29 hours per week. Responsible for picking up yard waste, chipping of limps and debris, mowing, cleaning and snow removal. Current pay scale between $14.80 and $20.08.

ODD Brownfield payment: We need to accept the revenue from the ODD and issue the payment invoice to August Mack for the Brownfield remediation project. We receive reports and invoices, submit to ODD, ODD signs off on transaction and send the money, we then send money to August Mack. Quite the process but want to keep everyone in the loop. This is the 3rd invoice.

  • Motion to approve revenue receipt from Ohio Department of Development and issue payment for invoice #77934 to August Mack Environmental in the amount of $76,468.52 for the Edgerton Metals Brownfield Remediation Project (Edgerton Revitalization DEV-2022-193553) for project invoices through July 23, 2023:

RFQ Legal Services: We need to advertise for requests for qualifications of legal services for Law Director to replace Mr Walker. Fitzcharles has spoken with the Administrator at Village of Montpelier and plans to work together to find a municipal law director that may be used by both entities.

Tree Commission meeting: Mayor Day announced they are tentatively scheduling a Tree Commission meeting this Friday morning, September 8th at 7am.

Supplement-trees:  Due to several storms taking place this year, we expended some funds that we were not expecting to for restorative work. Fitzcharles is requesting $20,000 be added to the tree commission fund. These funds will also be utilized for the planting of trees in areas relatively close to where trees were taken down.

Council Discussion:

Councilman Wallace questioned when porta pots are going to be picked up as they look unsightly just sitting uptown. Fitzcharles explained they were used for multiple events and are scheduled to be picked up next week.

Wallace noticed the pavilion is housing supplies. Mayor Day stated the supplies were delivered and we are now waiting on the group that is doing the work.

Jason Gruver questioned if the impervious surface study was moving anywhere. Administrator Fitzcharles is waiting on information from John Courtney.
